Trump Administration Makes Changes to Federal Benefits Policy
On Thursday, the Department of Health and Human Services (HHS) under President Donald Trump took significant measures aimed at preventing undocumented immigrants from accessing taxpayer-funded resources.
HHS announced it would revoke the previous interpretation established during the Clinton administration that allowed some immigrants to draw federal benefits in the U.S. The agency criticized this interpretation, stating that “for too long, the government has decoupled the taxes of hardworking Americans to encourage illegal immigration.”
According to the press release, the HHS indicated that this policy shift addresses issues from over two decades of improper expansions based on the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996. They suggested that the Clinton-era adjustments allowed illegal aliens to receive benefits meant solely for American citizens.
Describing the announcement as a “significant policy shift,” HHS confirmed that it aligns with federal law. The new policy clarifies the definition of “federal public benefit,” overturns previous exclusions, and confirms eligibility restrictions for various programs serving families and individuals.
The changes could result in an estimated $374 million per year in additional funding for Head Start programs. Research indicates that these programs support early childhood development and overall family health.
Andrew, an associate director with the Administration for Children and Families, stated that the department aims to safeguard essential resources for vulnerable populations in America. He highlighted that the new interpretation of PRWORA will ensure taxpayer-funded benefits are designated for eligible individuals, prioritizing American families.
This policy alteration will affect multiple other federal programs, such as those related to mental health services and family planning. The department noted that the list of impacted programs is not exhaustive.
HHS Director Robert F. Kennedy Jr. emphasized that the changes restore integrity to federal social programs and uphold the rule of law, ultimately protecting vital resources for the American populace. He mentioned that this policy aligns with President Trump’s earlier executive orders aimed at ending taxpayer subsidies for open borders.
