McLean, Va. — National Intelligence Director Tulsi Gabbard is making significant staff reductions and cutting what she deems “redundant” projects to save costs and rebuild trust within the U.S. intelligence community.

A senior official from the Office of the Director of National Intelligence (ODNI) shared with Breitbart News that this transformation, dubbed “ODNI 2.0,” began with layoffs on Wednesday aimed at shutting down Foreign Malign Influence Centers (FMICs).

FMIC, which managed Election Threat Executives (ETEs), had collaborated with major tech companies like Twitter (now X) and Facebook prior to significant changes, especially regarding the Hunter Biden Laptop Story issues. In October 2020, authorities alleged interference related to this platform.

A former adviser to President Joe Biden noted these centers were “against Americans,” and the FMIC was identified as “redundant.” The National Intelligence Council and the National Counterintelligence and Security Center are already tracking foreign attempts to influence U.S. citizens.

When President Trump appointed Gabbard, the ODNI had around 2,000 staff members, but a 30% reduction was already implemented. Following this latest round of cuts, the overall staffing reduction could reach nearly 50% since Gabbard took charge.

An official commented that, “If everything is a priority, then nothing is,” emphasizing that ODNI will eliminate unnecessary obstacles to become more effective and agile.

These recent layoffs are projected to save taxpayers about $700 million. Some employees will depart, while others may return to agencies like the CIA.

By closing the National Intelligence University (NIU), deemed too limited in scope to require an independent university, Gabbard has coordinated with Secretary of Defense Pete Hegseth to integrate those students into the National Defense College.

A letter to students from Gabbard and Hegseth expressed that this initiative will enhance educational programs, aligning with Trump’s goals for government efficiency.

During Gabbard’s Senate confirmation hearing, the possibility of dismantling the ODNI was discussed, but it was ultimately decided she would lead and make necessary adjustments.

One source referred to past departmental negligence as creating issues similar to the “Russian hoax,” mentioning Gabbard’s article on how the Obama administration crafted a narrative of collusion to influence the 2016 election.

About two weeks ago, Gabbard outlined her vision for ODNI 2.0 during a meeting with Trump, stating that all his priorities are reflected in her plans.

Apart from eliminating unneeded centers, ODNI aims to invest in artificial intelligence, quantum tech, and other capabilities. An adviser noted that intelligence needs to adapt to effectively serve the country.

In her recent moves, Gabbard has declassified documents and revoked clearances from intelligence professionals who misused their positions, in an effort to restore trust within the community.

Communications to the workforce began with a letter opening with “Aloha.” It expressed gratitude to transitioning staff for their service and acknowledged the confusion these changes may cause.

Gabbard hopes other intelligence agencies will adopt similar transformations. “We need to be accountable to these other agencies,” emphasized an official who noted that Gabbard aims to set a standard.

She reiterated her commitment to the principles of ODNI 2.0 in a press release, stating that the office had become overburdened and inefficient, allowing for abuses of power and loss of trust. Gabbard stressed the importance of focusing on the core mission: providing accurate and timely intelligence to support national policymakers.

“Ending the misuse of intelligence and holding those accountable is vital to regain lost trust,” she added. “Under Trump’s leadership, ODNI 2.0 marks the beginning of a fresh chapter dedicated to serving the nation’s security needs while upholding the Constitution.”
