Drone Attacks in Ukraine: Odesa Casualties and Infrastructure Damage

KYIV, Ukraine — Ukrainian officials reported that a drone strike in the Odesa region resulted in at least two fatalities on Sunday. In the meantime, both Russia and Ukraine continued to target each other’s infrastructure.

A Russian drone hit a parking lot in the Odesa area early Sunday, causing two deaths, as noted by the State Emergency Service. Odesa’s regional governor, Ole Kipel, indicated that three others sustained injuries from the attack.

Additionally, tens of thousands faced power outages due to a separate Russian drone and missile assault in the front-line Zaporizhia region overnight. Regional governor Ivan Fedorov mentioned that close to 60,000 residents were left without electricity, and two injuries were reported. He shared an image on Telegram showing significant destruction.

Rolling blackouts affected several areas across Ukraine as attacks on the national power grid intensified, according to Ukrenergo, the state’s energy operator.

This strike comes as part of Russia’s persistent campaign to disrupt Ukraine’s energy infrastructure, particularly with winter on the horizon. In Ukraine, many urban centers depend on centralized systems for water, sewage, and heating, so power outages can freeze everyday life.

This escalation follows nearly four years since Russia’s large-scale invasion of Ukraine, a tactic meant to undermine morale and disrupt military operations and weapons production.

Some analysts and officials believe that Russia has refined its strategy this year, focusing on particular regions and gas facilities. Reports indicate that Russia has deployed hundreds of drones, some outfitted with cameras to enhance targeting, which makes their operations more streamlined and effective—especially in areas with less air defense.

On the flip side, Ukrainian forces reportedly launched a drone attack on an oil tanker and infrastructure at Russia’s Tuapse port, igniting significant flames at the scene, according to local officials. Although imagery circulated on social media, the Associated Press could not confirm its authenticity.

Ukrainian intelligence stated that this operation involved the attacks on the tanker and the port’s infrastructures, with five drone strikes attributed to Ukraine’s Security Service and other defense branches.

Local authorities in Russia confessed that two foreign civilian vessels experienced damage from the assault. Tuapse is notable for housing a crucial oil export terminal and a refinery operated by Russia’s state-owned Rosneft.

This week, Ukrainian President Volodymyr Zelenskiy mentioned, referring to data from Western sources, that Ukraine’s long-range counterattacks on Russian refineries had diminished Moscow’s oil refining capacity by 20%. Since oil exports are vital for financing Russia’s actions in Ukraine, targeting refineries with weapons is part of the strategy, alongside new sanctions from the U.S. and the EU aimed at curtailing Russia’s oil and gas revenue.
