Border Patrol Agents Arrest Convicted Sex Offenders Attempting Re-Entry

In less than a week, Border Patrol agents in Eagle Pass apprehended two convicted sex offenders who were trying to return to the United States. Both had been previously deported after being convicted of sex crimes against minors.

On September 6, agents from the Del Rio Sector, while patrolling the Rio Grande, noticed two individuals trying to evade capture. After taking them into custody, the agents conducted a biometric search. They discovered that one of the individuals had a prior conviction as a sex offender.

The individual, Johan Alexander Moncada-Narvaez, a 40-year-old from Venezuela, was convicted in October 2025 for prostitution offenses involving a 14-year-old girl in Moorhead, Minnesota. Court documents indicate that the victim reported being sexually assaulted by Moncada-Narvaez multiple times, with him allegedly giving her money afterward and threatening her if she said anything.

A report from The Watch MN mentions that Moncada-Narvaez received a suspended sentence after entering an Alford Plea, acknowledging the evidence was likely enough for conviction, while maintaining his innocence. He was credited for 258 days served in jail and was deported on August 7.

Less than a month later, he attempted to return to the U.S. illegally, facing now a potential 20-year prison sentence for re-entering as an aggravated felon.

Just three days after Moncada-Narvaez’s arrest, agents at Eagle Pass South Station apprehended another pair of illegal aliens. One of them, Jose Enrique Vasquez-Nicolas, a 31-year-old from Mexico, turned out to be a convicted sex offender as well.

Border Patrol noted that Vasquez-Nicolas was found guilty in 2020 in Castro County, Texas, of indecency with a child, serving five years in prison. He is also registered as a sex offender in Texas, with details of his conviction listed in the state’s Sex Offender Database. The victim in his case was a 16-year-old girl.

After completing his sentence, Vasquez-Nicolas was deported back to Mexico on June 28, 2026. But within three months, he tried to re-enter the United States unlawfully. As a returning aggravated felon, Vasquez-Nicolas faces charges under 8 USC § 1326, which carries a possible maximum penalty of 20 years in prison.

Del Rio Sector Chief Patrol Agent Anthony “Scott” Good remarked on the situation, stating, “Child sex offenders who repeatedly cross our borders are an imminent threat to our communities. U.S. Border Patrol agents are our safeguard against this menace.”

U.S. Immigration and Customs Enforcement is taking action to remove the most dangerous offenders, while Border Patrol must tackle the challenge of preventing their return to the U.S. Reports indicate that more illegal aliens are attempting to return as time goes on.

In a related incident, agents reportedly arrested a Cuban national named Alberto Betancourt-Osorio who entered the U.S. illegally near El Indio, Texas, in late August. It was discovered that he also had a history of sex offenses against children in Florida and an extensive immigration record.
