MILWAUKEE, Wis. — The Heritage Foundation’s Project 2025 is the victim of “the biggest misinformation campaign since the Russian hoax,” foundation president Paul Dans said Monday at a rally near the Republican National Convention.
Project 2025Officially known as the Presidential Transition Project, the effort is a group of conservative groups working to shape the Trump administration’s policy agenda and provide staff to guide the transition.
The effort has resulted in a 922-page tome that is intended to serve as a policy manual for the next administration, outlining policy priorities the White House should pursue with a potentially Republican-controlled Congress.
“For the last 100 years, progressives have built the administrative state,” Danz told attendees at the Heritage Foundation’s Policy Festival just outside the convention gates. “It’s actually anti-democracy at work.”
Dans said policy decisions are made by unelected bureaucrats whose ideas “come straight out of the Ivy League universities and are imposed upon us.” Project 2025 is an effort to create a conservative alternative.
Conservative author Molly Hemingway said Democrats and the media have targeted Project 2025, often making outlandish claims about its contents. Conservatives have even started making memes on social media mocking the furor. One post, she noted, claimed Project 2025 would bring back Pizza Hut buffets.

“90 percent of that portrayal is false,” Dans said, noting that Project 2025 was not a secret effort and involved 110 conservative organizations.
He also noted that inflammatory rhetoric created a climate of hatred that led to the shocking assassination attempt on President Donald Trump at a rally in Pennsylvania on Saturday.
