Virginia Democrats present education bill HB 614 focusing on DEI in the legislature

New Democratic Bill in Virginia Targets DEI in Education

With Democrats back in control of the Virginia General Assembly and the governor’s mansion, a series of progressive bills have surfaced, one of which addresses Diversity, Equity, and Inclusion (DEI) in schools. This particular bill, numbered HB 614, titled “Standards and Instruction in History and Social Sciences, Historically Marginalized Communities,” was introduced by Representative Sam LaSoul from Roanoke on January 13, just before the session commenced.

The purpose of the bill is to provide a more thorough, accurate education for elementary and middle school students. It specifically calls for curriculum materials that incorporate “the contributions, perspectives, and experiences of historically marginalized communities.” Interestingly, it seems to open the door to various interpretations of what those communities may include—such as racial and ethnic minorities, immigrants, women, LGBTQ+ individuals, and even groups defined by different socio-economic or religious backgrounds.

Even though the bill doesn’t lay out precise teaching content, it stipulates that by March 1, 2027, when the Virginia state plans to review its Standards of Learning, updated materials must explicitly reflect the contributions of these communities. This raises some questions, I think, about implementation and how teachers will navigate this new territory.

Moreover, educators are expected to be equipped with resources to recognize important months, such as Black History Month, Women’s History Month, and LGBTQ+ History Month, among others, as determined by the school board. The legislation points to a coordinated effort with subject matter experts from higher education and community organizations to develop new curriculum guidelines. It’s aimed at ensuring that a comprehensive understanding of history is integrated throughout various subjects rather than being confined to specific events or months.

In all, while the intentions behind this bill may be well-meaning, it leaves us pondering how it will impact the educational landscape and what the classroom experience will become for students going forward. There’s definitely a lot to unpack here.
