Virginia teacher busted for drugs in 2nd grade classroom, husband arrested in parking lot

A second-grade teacher at a Virginia elementary school was arrested Thursday after school resource officers found her high on drugs in her classroom.

School resource officers at Spotswood Elementary School in Fredericksburg found Candice Lee Carter, 35, at school who appeared to be under the influence of drugs. Further investigation revealed suspected drugs in her classroom, authorities said.

Carter, a Spotsylvania resident, was arrested on charges of felony possession of a Schedule I/II drug, felony child endangerment and felony child neglect or abuse, according to the Spotsylvania County Sheriff’s Office.

According to police, Carter’s husband was also found in his car in the school parking lot during the incident, and was suspected to be under the influence of drugs and required medical attention.

Police said a 2-year-old child was found inside the vehicle with her husband, 34-year-old Christopher Donald Carter, also of Spotsylvania. He was arrested on charges of felony child endangerment and felony child neglect or abuse, authorities said.

Both Mr. Carter are being held at the Rappahannock Regional Jail. Candace Carter is being held without bail. Christopher Carter is being held in jail on $5,000 bail.

“No students reported any injuries or exposure, but out of an abundance of caution, they were examined by medical personnel and the classroom was professionally cleaned,” the sheriff’s office said.

Spotsylvania Social Services and School Administration assisted the Sheriff’s Office with the arrest.

In a statement, Spotsylvania County School Board Director Lisa Phelps thanked law enforcement for their efforts. FOX 5 DC reports.

“We are grateful that no children in Spotsylvania County were affected by drugs through direct contact. We know that drugs are present in our schools, for adults and children alike. I have repeatedly expressed my concerns publicly at school board meetings,” Phelps told FOX 5 DC.

“It doesn’t seem any different from other schools that you often see on the news. I think the difference between when I went to school and now is the presence of fentanyl. Your children, your spouse. “Your friend may be different.” Exposure to fentanyl gives you a second chance at life,” she added.

“Spotsylvania County Public Schools takes all reports of suspected personnel misconduct very seriously and will not respond to complaints or investigate them,” School Board Chair Lolita Daniels said in a statement to FOX 5 DC. “We are following applicable school district policies and procedures in doing so.” “The school district appreciates the swift action of the Spotsylvania County Sheriff’s Department. We continue to work diligently to ensure the safety of all students and staff while at school.”
