Voters Question Biden’s Mental Fitness and Administration’s Integrity

A recent survey reveals that many voters are concerned about former President Joe Biden’s mental fitness, feeling that there’s a lack of transparency from his administration regarding this issue. A significant portion—52%—is in favor of Congress investigating whether Biden’s advisors have used an autopen without his knowledge, while 46% believe it’s time to move on from this topic.

House Oversight Committee Chairman James Kommer is looking into claims that former staff from the Biden administration might have employed autopens for executive orders to potentially obscure any decline in the president’s mental state.

In terms of public opinion, opinions are fairly split on whether advisers should be examined for making vital decisions on Biden’s behalf, with 50% in favor of scrutiny and 49% against it.

Interestingly, only about one in five Democrats are keen to explore whether there’s been a cover-up regarding Biden’s situation. However, roughly one in four thinks it’s essential to investigate the use of autopens in decision-making processes.

About 68% of those surveyed feel that the previous administration has been dishonest about Biden’s condition. This includes 52% of Democrats, 75% of independents, and 81% of Republicans.

Despite the majority believing there has been some sort of cover-up, many contend they were not deceived. Seven out of ten voters were already aware of Biden’s cognitive issues prior to his notable poor performance in a debate in June 2024. Around 28% reported they sensed his decline as soon as he was inaugurated, while another 20% became aware of it following discussions with Donald Trump. Only 9% believe Biden has not declined at all.

These perceptions seem consistent with earlier sentiments expressed by voters throughout Biden’s presidency. A Fox News poll from November 2021, shortly after Biden took office, indicated that 53% thought his age was negatively impacting his presidency. By mid-2022, that number increased to 57%, and it rose further to 65% by July 2024.

Daron Shaw, a Republican who collaborates with Democrat Chris Anderson on a Fox News investigation, noted that the timing of Biden’s decline is somewhat overshadowed by the fact that many voters were aware of his struggles long before major public events. He suggests that Biden’s reputation is certainly in jeopardy as the realities of his administration come to light.

At present, Biden’s approval rating stands at 43%, with 56% disapproving—representing a 13-point deficit. This is an improvement from a 19-point deficit in January. Early in his presidency, he was favored by 54% of voters compared to 44% unfavored in April 2021.

Currently, 75% of Democrats have a positive view of Biden, a significant drop from 95% four years ago.

The Fox News survey, conducted between June 13-16, 2025, was managed by Beacon Research (D) and Shaw & Company Research (R), engaging a sample of 1,003 registered voters selected from nationwide voter files. Respondents completed the survey via landlines, mobile phones, or online after receiving texts. The margin of error for the full sample stands at ±3 percentage points.
