Washington man arrested on drug charges years after Inslee grants clemency

The Washington man was arrested on Thursday on nearly 12 drug and weapons charges, which was lenient in 2019 by former governor Jay Inslee.

The arrest of 54-year-old Percy Levy was first reported Lynnwood TimesSnohomish County Newspaper.

The Snohomish Regional Drug Task Force made the arrest after a 16-month investigation. The Snohomish County Sheriff's Office said the suspect was arrested during a traffic stop in Everett.

A warrant was later issued at the suspect's home, and authorities said detectives had recovered 2,818 grams of powdered cocaine, 14.7 grams of rock cocaine and 556 grams of fentanyl. According to US drug enforcement agencies, it is enough fentanyl to kill around 278,000, and only two milligrams of the substance could be fatal.

Detectives also found packaging materials, digital scales and handguns in the home.

The suspect was arrested for illegal possession of a firearm, possession of a stolen firearm and multiple counts of controlled substances intended to be delivered.

According to Levi was charged with 11 Class B felony charges. Online prisoner records of the Snohomish County Sheriff's Office Corrections Department. He is held on a $1.5 million bond.

Inslee admitted Levy's tolerance in 2019, according to state documents. Tolerance and Pardonment Committee.

According to the Lynwood Times, Levy has a criminal history dating back to the age of 13. He spent 17 years in prison after being arrested for robbery at a drug house in 2002.

Inslee's decision on taxation in 2019, the paper reported after State vs Blake in 2021 reclassified possession of a controlled substance as a misdemeanor.

According to the newspaper, Levy devoted himself to criminal justice reform in six years after his generosity.

He worked as a community outreach specialist for the Washington Defenders Association and founded Redemption Auto, an Everett car dealer. Levy is also the treasurer of the board of directors of the Black Lives Matter Seattle-King County Chapter.

The Sheriff's Office said the issue remains under investigation.
