On Friday, the Trump administration introduced a national framework for artificial intelligence, aiming for Congress to turn it into law.
A.I. framework is designed to create a regulatory backdrop that encourages AI innovation and enhances U.S. competitiveness against nations like China. It also seeks to ensure that AI systems remain fair and adequately safeguard children and teenagers online.
The framework urges Congress to invalidate state-level AI regulations that the White House considers “excessively burdensome.” Instead, it promotes a federal regulatory scheme that is described as “the least burdensome.”
Under this proposal, states would maintain the power to put in place child protection measures, such as banning AI-generated child sexual abuse material (CSAM). It is also intended to limit children’s access to AI platforms while equipping parents with tools to help protect their kids.
Additionally, Trump’s proposal encourages lawmakers to expedite the gathering of data related to AI-powered skills training and education, as well as address the possible disruptions brought by AI in productivity enhancements.
The White House’s proposal also requests that Congress formalize President Trump’s promise to protect consumers, which mandates tech companies to supply or cover the costs of electricity for their data centers. Companies like Amazon, OpenAI, and Google have committed to this pledge.
In December, when he signed an executive order emphasizing the need for a unified federal regulatory framework for AI, Trump expressed concern over having to navigate 50 different state approvals, saying it could hinder major investments.
Leaders from the Energy and Commerce Committee as well as other key House members announced on Friday their commitment to pushing forward Trump’s AI framework.
They mentioned in a joint statement:
AI is starting to show its potential to enhance American lives. To fully harness this potential and outpace China in the global AI arena, Congress must take action. The Trump Administration has made a significant move by introducing a framework that outlines a pathway for legislation, which not only protects consumers but also prioritizes children’s online safety while providing essential certainty to innovators. House Republicans are eager to collaborate across party lines to establish a national framework that maximizes AI’s capabilities, secures America’s leadership, and provides necessary protections for families.
Support for the framework has been expressed by various pro-AI organizations.
Nathan Riemer, executive director of Build American AI, remarked:
With effective leadership, the innovations of the coming century will be shaped by American talent and meet American standards. The conversation around AI has long been dominated by fear and negativity, but this proposal signifies a pivotal change. It lays out an ambitious vision that will establish vital safety standards, protect Americans and their children, promote innovation, empower our builders, and position the U.S. to confidently lead. If we embrace this opportunity, America could usher in a new age of growth and prosperity.
James Czerniawski from the Consumer Choice Center also praised the initiative. He stated, “The Trump administration has initiated a national AI policy framework at a crucial time. Recently, state legislators have introduced a plethora of AI bills that could hinder our competitive edge and leadership in the global AI race.”
Senator Marsha Blackburn (R-Tenn.), who recently drafted an AI bill, commented:
In December, President Trump empowered Congress to develop a national AI framework to safeguard the 4Cs and ensure the U.S. prevails in the global AI competition. I’m eager to see the White House engage in this vital discussion about the future of legislation in this area. For months, I’ve been working closely with the White House, child safety advocates, and AI innovators to craft a bill that garners bipartisan support. Today, the Trump administration provided us with a comprehensive AI roadmap. I look forward to collaborating with my colleagues to formalize the President’s policies, safeguard Americans, and unleash AI innovation. The Trump America AI Act is the solution we need.
She added, “This framework effectively balances state rights, child protections, free speech, energy advantages for consumers, and clarifies the federal role in this important discourse. America must lead the next generation of technological deployment worldwide, and this framework offers Congress a clear path to achieving that.”
Wynton Hall, social media director at Breitbart News, discussed that the U.S. has demonstrated its ability to triumph over China without becoming a “techno-authoritarian” surveillance state.
