Changes to Federal Work Requirements in California

New federal work requirements are being introduced across California’s public benefits programs, prompting many recipients in San Diego County to question how these changes may impact them.

The work requirements for CalFresh took effect on June 1. Meanwhile, Medi-Cal’s similar requirements are set to begin on January 1, 2027.

In San Diego County, it’s estimated that around 400,000 individuals could be affected by these new regulations across both programs.

For those involved with CalFresh, individuals who once qualified for automatic exemptions may now need to meet specific work requirements. This group includes veterans, homeless individuals, and former foster youth.

That said, a significant number of people may still qualify for exemptions.

Exemptions may apply to those under 18 or over 64 years old, pregnant individuals, those unable to work due to mental or physical health issues, caregivers for children under 14, and students who are enrolled at least half-time.

At the San Diego Food Bank, CalFresh navigators are assisting recipients in understanding the new regulations and assessing their continued eligibility for food assistance.

Josue Castro, who manages the CalFresh initiative, mentioned, “Our team is dedicated to engaging with the community to inform them about the requirements and helping them find exemptions.”

While the Medi-Cal work requirements will start several months from now, advocates express that many people are already facing confusion, as the rules differ from those of CalFresh.

Linda Gui, deputy director of policy advocacy at the Western Center on Law and Poverty, stated, “This is an entirely new requirement that hasn’t been implemented before, so it’s natural for there to be some misunderstanding.”

Gui clarified that the Medi-Cal waiver differs from the CalFresh waiver. Certain groups, such as seniors, individuals with disabilities, children, former foster parents, Native Americans, and parental caregivers, may still qualify for exemptions from the Medi-Cal work requirements.

“There’s considerable overlap in requirements, but it’s not a perfect correspondence,” Gui explained.

In a statement to KPBS, the California Department of Health Services indicated that they are reviewing the new federal regulations and cautioned that the evaluation process for medical frailty exemptions might be altered. Consequently, some individuals with severe health issues could be required to present additional documentation to meet the criteria.

Gui advised individuals to seek assistance early, as being qualified for one program doesn’t guarantee eligibility for another.
