Zelensky Proposes New Legislation to Further Extend Martial Law in Ukraine

Ukrainian President Proposes Martial Law Extension

Ukrainian President Volodymyr Zelenskiy has introduced a bill aimed at further extending martial law. This law provides the government with various wartime powers, including the suspension of elections, the prohibition of opposition parties, and the closure of certain news organizations.

In a statement to state media, Zelenskiy indicated that he has submitted a proposal to the Verkhovna Rada in Kyiv, focusing on general mobilization. This bill would empower the government to prolong martial law and facilitate extensive conscription to bolster the ongoing fight against Russia.

The existing martial law is set to last until May 4, and if the bill is approved, it would extend the period until at least August 2.

If approved, this would mark the 19th extension of the martial law initially enacted when Zelenskiy signed it on February 24, 2022—coinciding with Russia’s invasion over four years ago.

This situation has resulted in the cancellation of elections, affecting both the presidential elections anticipated in 2024 and parliamentary elections scheduled for autumn 2023.

The Ukrainian government, along with its allies, argues that conducting elections amid a war, with around one-fifth of the nation occupied, is irrational. Critics, however, note that elections during wartime aren’t unheard of in Western democracies, referencing the 1864 U.S. presidential election during the Civil War, one of the deadliest periods in American history.

Amid criticism from figures like former President Donald Trump, Zelenskiy has previously mentioned that he would contemplate holding elections only if funding came from the United States and the European Union, pointing to the costs involved in facilitating voting for Ukrainian refugees abroad.

In addition to canceling elections, martial law has enabled Zelenskiy’s government to suppress opposition media and eliminate rival political parties. This includes the banning of the Opposition Platform for Life party, which ranked second in the 2019 elections following Zelenskiy’s National Service Party.

The government has also prohibited several media outlets labeled as pro-Russian, including three news channels linked to Viktor Medvedchuk, a co-founder of the former opposition platform. Medvedchuk has been residing in Russia since being exchanged in a prisoner swap last year.
