A fact sheet report released this week by Republican members of the House Homeland Security Committee highlighted more than 170,000 encounters with migrants across the country in July. A fact sheet released by the committee on Wednesday put the total number of encounters nationwide under the Biden-Harris administration at 10.1 million. That total does not include the nearly 2 million escapes recorded by CBP since the start of fiscal year 2021.
In a statement released with the fact sheet, the Republican committee criticized the current administration’s use of humanitarian parole authority to accept migrants at ports of entry, calling the practice a “massive parole dummy game.” The statement said that of the 10.1 million encounters recorded by CBP since fiscal year 2021, the number of paroled migrants is being accepted in this manner to improve the appearance of the border, saying, “This allows Biden and Harris to avoid the negative impression of overcrowded Border Patrol facilities and overwhelmed agents, but the result is the same: the release of hundreds of thousands of inadmissible aliens into the interior.”
Biden-Harris to allow 10 million immigrants into the US
According to the fact sheet, since January 2023, more than 1.2 million migrants have been admitted to the United States at ports of entry through CBP One applications and the Cuba, Haiti, Nicaragua, and Venezuela (CHVN) Humanitarian Parole Program. None of the applicants are required to participate in and pass a credible fear interview in front of an asylum judge, the first hurdle to a successful asylum application.
The CHVN program was suspended after DHS’s Fraud Detection and National Security Agency (FDNS) discovered fraud in the sponsorship process. Reports noted the use of non-existent addresses and zip codes, multiple applications from the same sponsor, and in some cases non-existent sponsors. The program is now suspended. However, the CBP One program at land ports of entry remains in effect.
The report criticizes the Biden-Harris administration’s capture and release policies, blaming the practice for crimes committed against American citizens: “The same disastrous capture and release policies that allowed the murderers of Laken Riley, Rachel Morin, and Jocelyn Nangaray to escape into the country are still in use by this administration.”
The report focuses on the case of Jorge Chacon Gutierrez, a migrant who was released into the United States after being apprehended by Border Patrol in Eagle Pass in November 2023. Chacon shot and killed a San Antonio police officer in July after police responded to his home on a domestic violence call. Chacon died during the altercation, and the female officer he shot was seriously injured but survived.
The report noted that more than 1,000 known members of the Venezuelan gang Tren de Aragua are currently in the United States and suspected by the Department of Homeland Security of posing a threat to citizens and law enforcement.

- More than 8.2 million migrants have been apprehended at the Southwest border so far in fiscal year 21.
- Nationwide border enforcement by Office of Field Operations (OFO) at ports of entry exceeded 100,000 for the 15th consecutive month.
- Since January 2023, 765,000 migrants have used the CBP One app to book appointments and enter the United States.
- Under the Administration’s CHNV Parole Program at Ports of Entry, 520,000 Cubans, Haitians, Nicaraguans, and Venezuelans have been paroled into the United States.
- Since fiscal year 2021, 378 migrants on terrorism watch lists have been apprehended between ports of entry on the southwest border.
Since October, CBP, including the Border Patrol, has issued Notices to Appear (NTAs) to and released into the United States more than 1.2 million aliens who were subject to inadmissibility.
