New Pilot Program for NYC Taxis Tackles Insurance Fraud

A new initiative is set to install vehicle surveillance cameras in 500 New York City taxis. This pilot program aims to combat the so-called “cartels” that are responsible for billion-dollar insurance fraud schemes involving taxis.

Dubbed “Operation Bright Eyes,” the program aims to put an end to fraudulent activities where individuals fake accidents to claim undeserved payouts.

Fernando Mateo, a spokesperson for the New York State Federation of Taxi Drivers, spoke about the issue, stating this week, “These cartels have made a fortune in our industry. They contribute to 70% of car accidents, often exploiting tinted windows or black cars to facilitate their scams.”

Taxi advocates estimate that these fraudulent schemes cost the industry around $1 billion annually. “It’s all manufactured,” Mateo said. “These cartels comprise lawyers, doctors, physiotherapists, and, of course, the accident claimants. They’re raking in billions off our backs.”

The initiative is a collaborative effort involving DisplayRide, American Transit Insurance, and Ceens-based Nyab brokerages, with the goal of installing cameras in all targeted taxis within 30 days.

According to DisplayRide CEO Abdul Kasim, the installation equipment usually costs about $250 but will be provided free to drivers in this program. “Installation is a breeze; you just plug it in,” Kasim noted, mentioning that it only takes around 30 seconds to set up. Questions from drivers often revolve around data access rather than installation.

These cameras will be positioned inside the cabs, with one lens facing the front and another toward the back, capturing both internal and external views.

Stephen Rivera, president of the Taxi Federation, referred to this initiative as a “declaration of war” on fraudsters, signaling hope for taxi drivers across five districts.

Many drivers appreciate the new technology. Bronx driver Francisco Jorge shared his thoughts: “Sometimes, passengers can be really disrespectful. Some even try to create accidents to scam money. Having a dashboard camera is crucial because it records everything.” He remarked on how these cameras will help capture both the road ahead and what’s happening inside the vehicle.

Another Bronx driver, Eltaeb Mohamed, recounted a situation where a friend faced a $24,000 insurance scam. “The woman backed up and asked if he was okay. As soon as he left, she called the police claiming he had hit her,” he explained, highlighting the need for evidence in such disputes.
