Almost two years after a tragic incident involving an illegal immigrant, seven-year-old Dalila Coleman from California and her family met with Homeland Security Secretary Mark Wayne Mullin. This meeting was held at the Department of Homeland Security (DHS) to discuss the progress of proposed legislation inspired by her case.
During the conversation, Mullin spoke with Dalila’s father, Marcus, emphasizing the significance of passing “Dalila’s Law.” This law aims to prevent any state from issuing commercial driver’s licenses to individuals who are in the country illegally.

On June 20, 2024, Partap Singh, an undocumented immigrant from India, caused a devastating accident. He had been issued a commercial driver’s license despite his status and crashed into a construction site after ignoring traffic signals.
Singh crossed the southern border illegally in October 2022 but was released during the Biden administration. He was arrested again by ICE in August 2025 and is currently facing deportation proceedings.
At the time of the accident, Dalila was only five years old. She spent three weeks in a coma and underwent six months of extensive treatment, which included a craniectomy. Reports indicate she left the hospital with part of her skull missing for four months. Subsequently, she was diagnosed with diplegic cerebral palsy, and a global developmental delay, necessitating lifelong medical care.
In fact, in his State of the Union address, President Trump also called for action on Dalila’s Law, urging Congress to take steps toward its enactment.
During their meeting, Marcus mentioned plans to reach out to governors across the nation to gather support for what he referred to as the “Dalila Standard.” This guideline seeks to prevent illegal immigrants from driving trucks and to toughen regulations within the trucking industry.
After the accident, Marcus had tried reaching out to Governor Gavin Newsom’s office but felt ignored, saying he didn’t receive any response. He recently shared his frustrations during an interview.
In this context, Marcus reiterated, “Dalila is just one of countless victims of illegal alien truck drivers.” He emphasized the need for Congress to implement protective measures.
As for Singh, he remains in federal custody following his arrest on August 29, 2025.
