Portland City Council Discusses ICE Operations Amid Protests
The progressive city council in Portland is exploring ways to remove Immigration and Customs Enforcement (ICE) from its detention facilities, which have been the site of violent encounters between agents and protesters. Recently, city officials indicated a willingness to revoke ICE’s permission to operate at a facility in the South Waterfront area due to concerns about potential violations related to their 2011 conditional use permit.
This permit was supposed to allow detention under specific conditions, but there are worries that ICE may be holding detainees longer than the mandated 12-hour limit. Some city councillors expressed these concerns during a recent meeting, as reported by local media.
Residents expressed moral objections, suggesting that the facility undermines the city’s sanctuary city policies. They also shared testimonies of aggressive arrests and disturbances, with one resident saying, “Our sanctuary and human values are under siege.” Another echoed that the actions of federal agents create risks for everyone, not just immigrants.
There has been notable unrest around the facility lately. For instance, when a group of protesters tried to obstruct law enforcement from accessing the site, it led to the use of rubber bullets and tear gas to disperse the crowd. Residents living nearby have reported that the protests, filled with loud noises and chaos, have disrupted their daily lives, particularly affecting students and low-income families.
Amid these chaotic scenes, ICE has faced accusations of violating permit terms. Reports suggest they may have exceeded the 12-hour detention limit more than 20 times. One city council member pointed out that allowing ICE to continue operating under these conditions sends the wrong message, highlighting that this could lead to further violations.
Another council member stressed the importance of taking a moral stance against federal deportations, stating, “This is an attack on our entire democracy.” Meanwhile, efforts are underway to explore legal avenues to revoke the permit, with city attorneys assessing the options available.
In response to the ongoing situation, the head of Border Enforcement recently reiterated a commitment to ramping up operations in sanctuary cities like Portland, highlighting an intention to adapt strategies to locate individuals who may be evading law enforcement.
