Texas Democrats are gearing up to leave the state in an attempt to block Republicans from finalizing a significant rezoning plan that could jeopardize their chances of retaking the House in 2026.
The strategy centers on preventing Republicans from achieving the necessary quorum to push through these district changes. However, this approach has its downsides. There’s a $500 fine imposed on lawmakers each day they are absent from their legislative duties. Interestingly, Democrats have reportedly bolstered their fundraising efforts to cover these potential fines.
In a similar vein, Texas Republicans enacted a $500 daily fine in 2023, following the Democrats’ mass exodus two years prior to counter GOP initiatives.
This year, another group of Democrats is facing similar tactics. Under Texas House rules, campaign funds cannot be used to pay for these fines. Regardless, the Democrats remain optimistic, having devised a method to fundraise legally for their lawmakers.
State Senator James Tarico, a Democrat, is expected to meet with House Democratic leader Hakeem Jeffries later this week. He mentioned to Politico that he would be open to leaving the state to facilitate the party’s plan.
Representative Jasmine Crockett, who previously participated in the 2021 Democratic departure to Washington, expressed to the Tribune that the income limits for Texas lawmakers are so strict that donations could simply be treated as an alternative payroll to cover fines.
In the interim, Texas Attorney General Ken Paxton has warned of possible arrests for any lawmakers who break the quorum. He stated that if they choose to evade their responsibilities, they should expect to be pursued. “Texans were elected to serve, not to hide,” he remarked earlier.
His office is prepared to collaborate with various authorities to ensure lawmakers fulfill their obligations and to prevent any political theatrics.
Currently, the Texas Congressional delegation leans Republican with a 25-12 ratio, and one seat remains vacant. Although state Republicans have not yet disclosed their revised plan, there are intentions to solidify their advantage ahead of the 2026 elections.
