Dismissed Whistleblower Breaks Down in Interview While Claiming Employer Issued Fake Licenses to Illegal Immigrants

Reports suggest a whistleblower was terminated after using her login credentials to expose a colleague involved in issuing licenses to illegal immigrants.

Melissa Mooreman served as a secretary at the Department of Vehicle Control within the Kentucky Transportation Cabinet (KYTC). She expressed, through tears, her love for the job during a recent interview.

Mooreman recounted being approached by colleagues about a “business venture.” She alleged that these coworkers were issuing licenses to individuals using fake documents linked to her personal logins.

“Undocumented individuals would come into the office in groups,” Mooreman stated. “They would illegally receive a permit or driver’s license without even taking the test.”

Mooreman rejected the “business venture” and subsequently wrote a letter to the KYTC detailing the allegations. Three months later, she was shocked to find out she had been fired.

Her lawsuit claims that the two coworkers she reported were dismissed in 2024, but an investigation remained ongoing in 2025.

“This may have been happening for several years before it came to light,” she shared.

According to reports, her supervisor, who had been training for a managerial position, asked her to share a password with colleagues.

Mooreman was interviewed by a detective before being let go the same day.

Kentucky Senate Transport Chairman Jimmy Higdon has called for an investigation, labeling the situation a “betrayal of public trust.”

“The citizens of Kentucky deserve clarity on how extensive this issue is, who was complicit, and what measures will be taken to prevent future occurrences,” Higdon emphasized. “It’s unacceptable to discover that documents necessary for participating in elections could have been fraudulently issued in this manner, undermining good governance.”
