Gabbard Discusses Reforms for National Intelligence

During a recent appearance on Fox News, National Intelligence Director Tulsi Gabbard spoke about necessary reforms within the Office of the Director of National Intelligence (ODNI). She noted that Congress established the ODNI following the failures highlighted in the 9/11 intelligence report, aiming to create a more integrated interagency intelligence system that can provide the president with accurate, timely, and impartial information. However, she expressed concerns that the agency has strayed from this fundamental mission.

“We were unable to fulfill that very mission, initially created to combat politicization and weaponization of intelligence,” Gabbard stated. She highlighted that the launch of “ODNI 2.0” represents a significant step, claiming it has saved taxpayers over $700 million annually while earning more than 40% from the broader intelligence community.

According to Gabbard, instead of delivering objective intelligence to the president, the ODNI has become a cumbersome bureaucracy that detracts from its intended purpose.

“This office was created by Congress to ensure one independent agency could effectively monitor the intelligence community and facilitate communication,” she said. “What is truly vital is that the intelligence provided to the president is not only timely and relevant but also free from political bias.” Gabbard emphasized the importance of furnishing the president with all necessary information for his daily decisions.

On Wednesday, Gabbard announced the closure of a politicized center within the ODNI as a part of her sweeping reforms. Following extensive audits by her chosen team, she introduced what she described as the first major overhaul in the office’s history, dubbed “ODNI 2.0.”

The National Intelligence Bureau was created in 2004 aimed at preventing the divisive “stove piping” of intelligence, which played a role in the events leading up to the 9/11 attacks. Despite these initial reforms, recent reports and declassified documents suggest that the intelligence community still faces significant issues related to secrecy and compartmentalization.

A notable instance occurred in 2017, when the Intelligence Community’s reports suggested that Russia attempted to interfere in the 2016 election. Newly available documents have indicated that much of the raw intelligence was manipulated and concealed from many officials.
