Video footage has emerged showing a protester using a guillotine outside a U.S. Immigration and Customs Enforcement facility in Portland, Oregon, where tensions flared between demonstrators and police. The video captures moments where protesters were seen burning flags before law enforcement responded with ammunition to disperse the crowd.
