Senator Cassidy Introduces Bill to Overturn Biden Administration’s Employment Program Changes

Senator Bill Cassidy (R-LA), who chairs the Senate Health, Education, Labor and Pensions Committee, has proposed legislation aimed at reversing the Biden administration’s deficit in the federal employment program.

The proposed law, known as the Path to Pay, seeks to solidify Biden’s actions that annul previous policies from the Trump administration. These earlier policies had limited the use of state Wagner-Peyser Employment Services (ES) programs and aimed at fostering job seekers’ connections with employers.

In 2023, under former Secretary Julie Su, the Department of Labor (DOL) has been criticized for restricting the ability to address evolving labor demands. This reduction in flexibility affected local governments’ management of staff and contractors, thus complicating service provisions.

In July, former President Donald Trump had suggested “Deregulation Actions” that would permit states to implement staffing models that could more effectively deliver necessary services.

Supporters have indicated that this new law aims to preserve the Paycheck Act’s deregulations, ensuring that future Democratic administrations could not infringe upon state powers.

Senator Cassidy remarked, “By restricting state flexibility in managing employment services, Joe Biden and Julie Su have taken away opportunities for those seeking better jobs. We’re glad to see Secretary Chavez Delemer restore this flexibility to improve services for American workers. This legislation will enshrine President Trump’s policies into law and facilitate job searches for Americans, enabling them to support their families.”

The National Workforce Committee (NAWB) has endorsed the proposed legislation. President and CEO Brad Turner Little emphasized to a news outlet that local decision-making is crucial to the public workforce system.

Little further expressed pride in supporting the Path to Pay laws, which would allow state and local workforce systems to employ staffing models that meet their communities’ specific needs. He looks forward to collaborating with Cassidy to solidify this important flexibility.

The law has also garnered support from the U.S. Mayors’ Conference and the Louisiana Workforce Committee, according to officials.
