Portland Police Email Critiques Protesters

An email from Sergeant Andrew Brown of the Portland Police Department seems to criticize three individuals, labeling them as “rebels.” This email was sent after he had confronted and clashed with protesters opposing the actions of Immigration and Customs Enforcement (ICE) outside an immigration facility.

The email, filed in a federal court in Oregon as part of a lawsuit against President Donald Trump, was highlighted by Andy Ngo, who frequently covers protests and issues related to ANTIFA.

In the September 21 email, Brown referred to these three counter-protesters as “chronic sources of ICE police and medical care.” They will be named as victims in this case and include Rhein Amacher, 35, Chelly Bouferrache, 56, and Katelyn Daviscourt, 31.

Protests and Arrests

In a separate incident, a conservative journalist was arrested amid chaos during an anti-ICE protest. Brown mentioned in his email that despite repeated warnings from officers, these individuals often rejoined the protesters even when conflicts escalated, complicating police efforts to manage the situation.

Amacher describes himself as a “right-wing provocateur,” while Bouferrache identifies as a “blue state dissident” and “anti-communist.” Daviscourt works as a post-millennial investigative reporter. Their social media accounts feature videos and reports on recent protests against ICE in Portland.

Attempts to reach these individuals for comments were unsuccessful.

New Wave of Protests

Nationwide, anti-ICE protests have intensified recently, particularly in Chicago and Portland. On one notable occasion in Illinois, federal agents faced a blockade involving ten vehicles, resulting in nearly a dozen arrests over several days.

This summer, in response to immigration enforcement protests, President Trump dispatched National Guard troops to Los Angeles. However, a federal judge recently blocked the deployment of these troops in Portland as part of ongoing litigation from state and city officials.

Contentious Confrontations

Brown’s email asserted that the three individuals even engaged in similar trespassing as major protesters. He documented an incident on September 20, where about 50 protesters had gathered. Brown expressed a greater sense of frustration that night, insisting on more police support.

Officers, according to Brown, searched for pepper spray but were largely successful in avoiding confrontations with the main group of demonstrators. He noted that the atmosphere shifted as police moved through the area, prompting some protesters to disperse.

Fox News Digital reached out to the Portland Police Department for comment on the email but did not receive an immediate response.
