Three House bills aim at reducing Chinese Communist Party influence in American schools

New Bills Target Chinese Influence in U.S. Education System

Three new pieces of legislation designed to address the Chinese Communist Party’s (CCP) influence in American education are set to be discussed in the House of Representatives. These bills have emerged from growing worries about the CCP’s impact on schools, a concern amplified by an incident involving a Chinese national accused of smuggling hazardous biological materials into the U.S. under the pretext of university research.

“China is keen on shaping what our students learn, from preschool all the way through higher education,” shared John Moolener, the chair of the Special Committee on the Chinese Communist Party. “These sensible bills aim to safeguard students from CCP propaganda and highlight its attempts to sway our educational system. We need to ensure they learn about crucial issues, like the genocide of the Uighur people, without CCP interference. This legislation will empower parents and guarantee that American students are informed about the realities of the Chinese Communist Party.”

One of the initiatives, known as the Protect Our Children Act, or HR 1069, was introduced by Republican Rep. Kevin Hahn. It blocks federal funding to elementary and middle schools that receive any form of financial support from the Chinese government, including entities like Confucius Institutes. Hahn emphasized the increasing risk posed by the CCP to U.S. education, stating, “We must ensure our students’ learning environments are free from foreign influences that undermine American values.”

Another bill, HR 1049, known as the TRACE Act, is sponsored by Rep. Aaron Bean. This legislation mandates that local educational authorities inform parents about their rights to inquire about foreign influences in schools, a requirement for schools to secure federal funding.

Bean remarked, “Our schools should focus on education, not on becoming channels for foreign espionage. The TRACE Act restores parental control and exposes foreign interference for what it really is.”

The third bill, HR 1005, titled the Class Act, is led by Rep. David Joyce. This legislation aims to restrict public schools from entering contracts or receiving funds from the CCP or entities representing it, linking such conditions to federal education funding eligibility.

Additionally, earlier investigations have raised alarms regarding the CCP’s suspected infiltration of American educational institutions. Reports from Parents Defending Education revealed connections between CCP-backed financial institutions and U.S. K-12 schools. Moreover, findings from an investigation at Stanford University hinted at potential infiltration efforts at the prestigious institution and similar universities nationwide.
