Increased Scrutiny on Childcare Centers in Twin Cities
Childcare centers in the Twin Cities, many of which are operated by Somalis, are facing growing scrutiny. This has sparked questions about whether these facilities, including one that conservative YouTuber Nick Shirley visited, are involved in fraudulent activities or if they are compliant with regulations.
Tikki Brown, the director of the Minnesota Department of Children, Youth and Families (DCYF), mentioned that the ten facilities examined by Shirley had already been inspected at least once in the last six months. However, they are being revisited after the emergence of his viral video, as reported by FOX-9.
Interestingly, the increased attention surrounding the childcare scandal caused the Minnesota Department of Human Services’ licensing website, which typically sees little traffic, to crash. It remained inaccessible for several hours overnight.
A FOX-9 reporter shared a snapshot of the website’s outage on Monday, and similar messages were found by FOX News Digital the next day. Thankfully, by noon on Tuesday, the site seemed to be working again.
Much of the focus has been on license number 1087038, linked to the Quality Learning Center. This particular center is reported to have received $1.9 million in state funding for fiscal year 2025, although its name is misspelled on the sign as “Quality Learning Center.”
Attempts to reach various offices within the Minnesota Department of Health and Human Services (MNDHS) and DCYF to verify whether this center still receives funding went unanswered on Tuesday.
Federal authorities have launched a significant investigation following the viral video detailing the alleged scam involving the Minnesota daycare.
Inquiries made by Fox News Digital to MNDHS’ Licensing Department, referred to as the “Provider Hub,” as well as to Brown’s office, yielded no updates. A staff member answered the main line but directed Fox News Digital to a mailbox, and no responses were received by the deadline.
According to FOX-9, the Quality Learning Center had announced it would close on December 19, but officials later informed the station that it decided to remain operational.
Although there has been no confirmation from officials, FOX-9 reported Brown stating that none of the centers, including the Quality Learning Center highlighted in Shirley’s video, had their state funding halted due to fraud allegations.
Two centers under investigation have been shut down. However, the Quality Learning Center appears to still be open, as suggested by prior reports.
When contacted, the Quality Learning Center’s official phone line went unanswered. Nevertheless, the center’s manager publicly asserted that they were still operating.
Manager Ibrahim Ali criticized recent reporting, claiming it had been “really dishonest.” He suggested that the viral video may have been recorded outside standard business hours and falsely depicted the center as closed.
Ali voiced concerns, stating, “Are we trying to record that we are running a scam or are we trying to put a Somali name in that scam? That’s what has really hurt us in the last few days.” He emphasized that the Quality Learning Center has been active for over eight years without ever closing.
Regarding the misspelling of its name, the center acknowledged it was incorrect and indicated that it would be fixed soon.
In a video shared by Fox News Digital, Brown expressed concern for the integrity of funding in childcare programs during a recent cyber conference, emphasizing that the funds should be utilized as intended. “Some of these centers have been evaluated for program integrity in the past few years,” she noted.
