Fatal Human-Smuggling Accident and Patrol Vehicle Theft by Mexican Teen Reveal Border Disorder in South Texas

17-Year-Old Leads Police on Chase in Laredo

On Thursday, a 17-year-old from Mexico triggered a significant police operation in Laredo, Texas. The event resulted in the deaths of two individuals believed to be undocumented immigrants and involved the theft of two vehicles, one of which was a marked patrol car. The alleged stowaway was eventually apprehended while trying to escape back to Mexico, pulled from the Rio Grande.

The situation began early Thursday morning when police attempted to stop a vehicle that looked suspicious just south of the city. This initiated a vehicle chase and led to multiple tragic events, including fatalities, an attempted escape, and an officer-involved shooting.

Officials have identified the suspect as Saul Garcia-Rodriguez. He reportedly drove a white Toyota SUV that authorities first noticed on Mines Road. He was later caught in the Rio Grande while trying to flee after stealing both the patrol car and another vehicle. After a brief evasion, a trooper spotted the Toyota on Interstate 35, but Garcia-Rodriguez refused to pull over.

The chase concluded when the vehicle he was driving crashed into a utility pole on San Bernardo Avenue. Inside were six people, likely illegal immigrants, four of whom survived. Tragically, two men died in the crash, and officials noted that none of the occupants were wearing seatbelts.

After the accident, Garcia-Rodriguez was taken to a local hospital for evaluation and later taken into custody. In a bizarre turn of events, while handcuffed and shortly after being released from the hospital, he managed to move his cuffs to the front and jumped into the patrol car, escaping with a service firearm.

That patrol vehicle was found later that day after officers received a tip about a handcuffed individual near Casablanca Lake. It had been abandoned and showed signs of damage, presumably from the escape attempt.

In a tense moment, when a local police officer approached Garcia-Rodriguez, he jumped into the driver’s seat of a nearby survey truck to flee. Video footage captured the moment officers fired shots at him, but they missed as he sped away. This initiated a long pursuit involving various law enforcement agencies, which ended when he tried to cross the Rio Grande into Mexico.

However, a Border Patrol airboat intercepted him before he could reach the other side. He was eventually taken back into custody. Investigations into the smuggling incident and vehicle theft are being handled by the Texas Department of Public Safety and Homeland Security Investigations.

The situation highlights ongoing challenges in maintaining border security, particularly in the Laredo area. Despite previous efforts to address these issues, incidents of illegal crossings continue to occur. In Texas, minors like Garcia-Rodriguez can be charged as adults, particularly under laws aimed at combating human smuggling. The penalties can be severe, especially if someone is injured or killed during such incidents.
