DEA focuses on Nicolas Maduro's Cartel of the Suns in drug-related terrorism case

U.S. Arrests Venezuelan President Nicolas Maduro

In a surprising turn of events, Venezuelan President Nicolas Maduro has been arrested, marking a significant move by the United States in its ongoing efforts against his notorious “Sunshine Cartel.”

Maduro, along with his wife Cilia Flores, their son, and three others, faces serious federal charges related to gun and drug trafficking. This lawsuit echoes an earlier complaint filed in 2020 in New York, which has now been updated with more accusations against Flores, following its sealing last month.

The charges against Maduro include conspiracy related to narco-terrorism, importing cocaine, possession of a machine gun, and conspiracy to possess destructive devices.

Federal prosecutors argue that the Sunshine Cartel has been operating an extensive cocaine trafficking network for years, working alongside the Revolutionary Armed Forces of Colombia (FARC) under Maduro’s direction.

Impact on Iran-Maduro Relations

William Barr, a former Attorney General, remarked on the ongoing issues within Venezuela, stating that Maduro has been involved in a long-term conspiracy with FARC that has allowed vast quantities of cocaine to flood into the U.S. and wreak havoc on society.

The conflict against Venezuela’s human trafficking networks has roots going back to 1996 when the country was labeled one of the largest drug trafficking hubs in the Western Hemisphere.

Venezuela’s border with Colombia has fueled ongoing corruption in the government, providing criminals with the means to transport drugs throughout the region.

Warnings from U.S. Authorities

Since 2005, there has been a noticeable decline in Venezuela’s cooperation with U.S. counternarcotics operations, marked by a visa denial for U.S. officials in 2007. Following tensions, then-President Hugo Chavez expelled the U.S. ambassador in 2008, marking a pivotal moment in relations between the two nations.

Although Venezuela and the U.S. agreed in 2009 to restore diplomatic ties, Venezuelan officials have maintained that they can operate independently of U.S. counternarcotics efforts.

The Strategic Logic Behind U.S. Operations

The DEA has been focusing on capturing key cartel figures both domestically and internationally in a bid to dismantle human trafficking networks.

In 2018, General Padrino López was added to a list of specially designated nationals by the U.S. Treasury Department. Then in 2020, the seal on charges against Maduro and 14 accomplices was lifted as a result of a joint investigation with the DEA.

In a notable turn, a top general known as “El Pollo” pled guilty, joining others in admission of guilt related to the same accusations against Maduro.

In 2025, the Sunshine Cartel was labeled a Specially Designated Global Terrorist by the U.S. government for its involvement in providing support to various organizations, such as the Torren de Aragua and the Sinaloa Cartel. However, a subsequent intelligence assessment claimed there was no direct evidence linking these criminal groups.

The indictment against Maduro alleges he and his associates have fueled a corruption epidemic for personal gain and that he facilitated drug transportation logistics for cartels.

As stated in the indictment, “This chain of drug-based corruption lines the pockets of Venezuelan government officials and their families, while also benefiting violent narco-terrorists who operate with impunity on Venezuelan soil and assist in producing and transporting large amounts of cocaine to the U.S.”

Despite reaching out, the DEA has yet to respond to inquiries regarding this operation.
