HUD looks into Minneapolis for claims of racial bias in housing choices

HUD Investigates Minneapolis Housing Policies

The Department of Housing and Urban Development (HUD) announced on Thursday that it is conducting an investigation into Minneapolis. The department claims the city’s housing policies may be unlawfully prioritizing resources based on race and national origin.

HUD Secretary Scott Turner expressed concerns about Minnesota’s approach, stating, “Minnesota has become a hub of fraud and corruption as it plays a cynical game of racial and ethnic politics. This goes against our values as Americans, united by our common heritage, language, and commitment to equal treatment under the law.”

In a letter to Minneapolis Mayor Jacob Frey, HUD’s Assistant Secretary for Fair Housing and Equal Opportunity, Craig Traynor, indicated that the investigation aims to determine potential violations of the Fair Housing Act and Title VI of the Civil Rights Act, linked to the city’s housing programs.

The Fair Housing Act prohibits discrimination in housing based on factors like race, color, religion, sex, national origin, disability, and familial status. Title VI specifically addresses discrimination based on race or national origin in programs that receive federal funding.

Concerns About Racial Politics in Housing

Evidence has emerged indicating that racial politics may influence housing policy in Minneapolis, especially as taxpayer money is alleged to be mismanaged. HUD’s letter claims that the city’s approach to allocating housing resources appears to be based on race and national origin, which could violate federal civil rights laws.

HUD pointed to particular language in the city’s “Minneapolis 2040” comprehensive plan and the Strategic and Racial Equity Action Plan as potentially problematic. “Minnesota aims to eliminate disparities between people of color and Indigenous peoples compared to white people,” the plan states.

The city’s Strategic and Racial Equity Action Guide directs officials to align racial equity goals with budget plans. The letter cited examples where the Department of Regional Planning and Economic Development emphasizes prioritizing rental housing for Black, Indigenous, people of color, and immigrant communities.

Turner emphasized, “We will continue to deliver on President Trump’s promise to support affordable housing for American families by eliminating illegal racial and ethnic preferences.” He has pledged to rigorously investigate all cases of housing discrimination linked to Minneapolis.

While reaching out to Frey’s office for a comment on the investigation, responses were not immediately available.

This probe comes amid broader allegations of significant fraud connected to pandemic-era relief programs, with estimates suggesting potential losses of over $9 billion across various welfare programs linked to Minnesota’s Somali community. Nearly 100 individuals have been indicted in relation to this ongoing issue.

Election Fallout and Ongoing Investigations

The impact of these fraud allegations has affected the political landscape in Minnesota, leading to the end of Democratic Governor Tim Walz’s re-election campaign. He took accountability for the oversight of the fraud situation, even as he claimed partisan accusations inflated the figures surrounding the fraud.

Minneapolis is currently experiencing unrest, with protests and conflicts occurring between demonstrators and federal authorities investigating the fraud allegations. Tensions escalated when an incident involving ICE agents led to the shooting of a woman, intensifying the already charged atmosphere.

Turner noted that HUD investigators are now focused on how public housing funds are utilized in Minnesota, emphasizing the need for sound management of taxpayer resources. He revealed that HUD had identified substantial amounts of unqualified aid in the final year of the Biden administration.
