Campaign of registered sex offender for council prompts demands for change in California law

A registered sex offender who was convicted of child sexual abuse is attempting to run for a position on the Fresno City Council in California, sparking significant controversy and prompting discussions about the appropriateness of such a candidate in public office.

Rene Campos, who hails from Fresno and is required to register as a sex offender, has announced his candidacy for the District 7 seat on the city council. In 2018, he was charged with possessing child sexual abuse material, a charge to which he pleaded no contest, leading to his current registration status.

Nav Gullum, a fellow candidate, argues that this campaign has shifted the focus from local issues like infrastructure and public safety to a broader national debate about candidate suitability.

Gullum emphasized that Campos’s candidacy is deeply troubling, stating, “It’s a slap in the face to the families and children of Fresno. They need a council member who can engage openly in their schools and neighborhoods.” Campos, defending his campaign, claimed he has fulfilled all legal obligations as per state law.

Gullum further contended that the legal eligibility of a candidate should not overshadow concerns about their fitness for office, asserting that the ability to participate fully in community activities is crucial for effectively serving as a council member. He is advocating for legislative changes that would disqualify lifetime registered sex offenders from holding public office.

The backlash against Campos isn’t limited to his opponents. Fresno City Council President Mike Calvasi has stated that he believes voters will reject Campos and has indicated he would oppose Campos assuming office if elected. “When it comes to the safety and well-being of our children, your past matters,” Calvasi commented.

While it’s unclear what legal authority the city council president holds to prevent an elected official from taking office, Councilman Nelson Esparza, who plans to retire soon, has similarly criticized Campos’s candidacy. He pointed out that council members often engage with youth initiatives and questioned how a registered sex offender could effectively fulfill such responsibilities.

The District 7 seat will become available when Esparza’s term ends. The deadline for candidates to file is early March, with the primary elections set for June.
