Investigation into Jockey’s Ride at Parks Racing
Parks Racing is currently conducting an investigation into jockey Eliseo Ruiz after his performance—or lack thereof—during the ninth race stretch on March 31st in Bensalem, Pennsylvania, has raised some eyebrows.
Thomas Chukkas, who oversees the Thoroughbred Racing Bureau at the Pennsylvania Horse Racing Commission, has confirmed this investigation.
Ruiz was riding Bailout Billy, the favorite horse, trained by J. Guadalupe Guerrero. Despite looking strong initially, Bailout Billy unexpectedly veered off the rail, impacting its speed and allowing Cocktail Humor, the second favorite, to overtake him right before the finish line.
In the end, Bailout Billy finished second, just half a length behind Cocktail Humor, who went off at odds of 5/2.
It didn’t take long for racing fans to express their discontent on social media. Some pointed out how Bailout Billy appeared to be underperforming, especially as Ruiz, watching from behind, didn’t seem to push harder as Cocktail Humor gained momentum.
Interestingly, some racing officials noted that Bailout Billy had a similar performance in a race on December 8th, where he finished sixth. Before that, though, he had a track record of four consecutive wins, three of which were with Ruiz as the jockey.
Notably, those victories were achieved using a technique known as hand riding, where the jockey uses body weight and hand movements instead of a whip to urge the horse forward.
As the situation developed, Ruiz’s attorney, Troy Matti, took to social media to defend him. He described Ruiz as a dedicated and respectful jockey who takes pride in his work.
“It’s crucial to understand that Bailout Billy is not a horse that responds to harsh treatment. Eliseo had specific guidelines from his trainer that he followed to ensure the horse had the best opportunity possible under the circumstances,” Matti stated.
“He dealt with this according to those instructions, and I stand by him completely.”
Ruiz, originally from Puerto Rico, has competed in 2,159 races, totaling 303 wins and more than $11 million in earnings since he began his North American racing career in 2023.
