ICE Issues Detainer for Mexican Undocumented Immigrant Charged with Killing Wife in Texas

Texas ICE Detains Suspect in Domestic Murder Case

Immigration and Customs Enforcement (ICE) agents in Texas have taken a Mexican immigrant into custody following allegations that he fatally attacked his wife with a pocketknife. The agency has instructed local Dallas County authorities to keep him in detention. They’ve requested that Dallas County law enforcement not release him if he secures bail.

This week, the Enforcement and Elimination Operations (ERO) division reached out to the Dallas County Sheriff’s Office regarding 24-year-old Francisco Mendez Marin. He is accused of murdering his wife, Carla Rangel, 20, by slicing her throat on March 18 in Carrollton, Texas. The couple had only been married for a few weeks prior, in February.

Acting Assistant Secretary Lauren Biss commented, “This depraved individual took his wife’s life in a brutal manner just a month after their wedding. An illegal alien like him should never have crossed into our country to commit such a horrific crime. We are grateful that local politicians are cooperating with ICE to ensure this violent offender is kept off the streets.”

According to a report from Fox 4 News in Dallas, around 4:40 a.m. on that fateful morning, police responded to a report of a domestic disturbance at an apartment. Upon arrival, they discovered Rangel lying on the floor, unresponsive and suffering from a knife wound to her throat.

Mendez was found at the scene alongside another individual, who has not been identified, and was observed with blood stains on his clothing. Reports indicated that Mendez had a bloodied pocketknife in his possession, and he reportedly told police, “I had an obligation to do it.”

Following the incident, authorities arrested Mendez and transported him to the Carrollton City Jail before moving him to the Dallas County Jail.

Mendez, classified as an illegal alien by ICE, faces charges of murder in connection with his wife’s death. He remains incarcerated without bail. However, details surrounding how or when he entered the United States illegally are currently unknown.
