Trial for Stabbing Incident

A man is facing trial for fatally stabbing a Ukrainian immigrant in an unprovoked attack. The state’s psychiatric facility has ruled that he is unable to proceed with treatment.

Surveillance footage from a light rail train in Charlotte, North Carolina, captured DeCarlos Brown Jr. reportedly stabbing Irina Zalutka in the neck, according to prosecutors.

Brown’s defense team contends that competency hearings cannot take place while he is in federal custody.

At 44, Brown has a history of violence and mental health issues, allegedly committing the attack in August 2025 while Zalutka was returning home from her job at a pizza place.

On Tuesday, the public defender submitted a motion citing a psychiatric evaluation from Central Regional Hospital, but the judge must decide whether to accept this information.

The case will likely be postponed until Brown receives the necessary psychiatric treatment to regain his competency.

Zalutka was just 23 years old when she died, having fled Ukraine to escape the dangers brought on by the war with Russia. Her tragic death prompted a national outcry against inadequate criminal prosecution and was mentioned in President Trump’s final State of the Union address.

Reportedly, due to a shortage of mental health resources in North Carolina, the process of restoring competency may take significant time.

Brown’s mother acknowledged that he struggled with mental illness and had been arrested multiple times.

In related efforts, tech billionaire Elon Musk has donated $1 million to create murals across the country in honor of Zalutka and advocate for the cause. However, some local activists and politicians have opposed these murals, claiming they are divisive or not in line with their values.

Graffiti artist Guia Duran, who completed a mural in Las Vegas, expressed, “Evil can’t see policy. Evil can’t see right or left. Evil just is.” She emphasized her intent to raise awareness and promote positivity through her artwork.
