Innovations led by the U.S. have created a world where families and businesses are intricately connected. For most Americans, reaching people or products from across the globe is simply a matter of pulling out a cell phone.

But what if that very access we rely on becomes a potential threat? Picture a scenario where the Chinese Communist Party (CCP) launches cyberattacks to disrupt crucial services like electricity and water, freeze bank accounts, or even take down the internet. This is the unnerving reality confronting the United States today, driving the push to safeguard American families and navigate through this ongoing conflict. Act on Strengthening Cyber Resilience Against State-Sponsored Threats.

The CCP is acutely aware of the weaknesses in its cybersecurity framework, continually challenging U.S. national security. They’re exploring ways to destabilize the American economy, primarily through hacker groups identified as “Bolt Typhoon” and “Salt Typhoon.”

Many may not fully grasp the extent of the threats coming from Chinese cyberattacks. A report in February 2024 highlighted that Bolt Typhoon has been breaching IT systems within critical infrastructure sectors—energy, water, waste management, transportation, and communications—for years.

Consider the implications if a hospital lost access to its systems; life support could stop functioning, potentially resulting in patient fatalities.

An assault on the power grid could plunge countless households into darkness, leaving them without heat or refrigeration during winter.

If hackers attacked your bank, they could wipe out your account holdings or erase digital records of your assets, endangering your financial future and retirement savings.

These threats are pressing, underscoring the necessity for robust cybersecurity measures. We must recognize the reality we face.

While we should embrace the benefits of leadership in a digital age, we cannot overlook the risks posed by cyberattacks from foreign adversaries intent on disrupting our lives. We cherish our nation, our values, and the wellbeing of our children too much to take these risks lightly.

If China remains unchallenged in cyberspace, the scenarios I mentioned could come to fruition. This is why it is imperative for Congress to approve the Act on Strengthening Cyber Resilience Against State-Sponsored Threats. This legislation proposes the creation of a task force led by the Cybersecurity and Infrastructure Security Agency (CISA) aimed at detecting, analyzing, and addressing cyber threats like Bolt Typhoon that come from the CCP.

Moreover, it mandates CISA to prepare annual reports for Congress that assess threats and provide countermeasures. The bill passed the House with significant support last year.

Yet, funding for almost one-third of the year has been blocked for the Department of Homeland Security (DHS) to protect unauthorized immigrants. CISA operates under DHS, and maintaining inadequate funding for CISA only increases the risk for American families.

This isn’t about political games. Literally, flipping a switch should result in lights coming on. In a hospital, it could mean the difference between life and death. We can’t afford to let Chinese hackers hold us hostage.

This legislation is vital for enhancing Americans’ safety, protecting our way of life, and fortifying national security. The Senate needs to pass this bill and send it to the president’s desk, enabling us to proactively bolster cybersecurity instead of waiting for a crisis.
