he added, “[W]When I was the director of the Terrorist Testing Center, we had a program that I called the Gold Program. And every day I was briefed on the encounter. We have an average of 100 encounters per day, and we have highlighted in gold those that do not have pending FBI cases. On average, there are 1-2 cases per month. So the maximum is 12 to 24. And the reason I was worried about these 24 is because they weren’t. Because these are things he encountered in the United States, usually by law enforcement officers unknown to the FBI. That’s someone on a watch list that we don’t know about. So I was concerned about these 24 cases and made sure that the FBI was working on those cases.Well, there [are] 336.
