A senior Ukrainian government official said Russia could soon be invited to participate in a peace summit on Ukraine’s terms.

President Zelensky had previously proposed concluding a peace agreement at the end of 2022. The agreement called for the immediate withdrawal of Russian troops from Ukraine and a return to pre-war borders.
