Animal cruelty suspect who allegedly shot 3 DC cops is a foreign national in US illegally: Report

The suspect who allegedly shot and killed three police officers in Washington, D.C., earlier this month is an alien living in the United States illegally, a new report says.

“Law enforcement officials have confirmed to me that Stephen Claude Rattigan, also known as James Claude Julius, the man who recently shot and killed three Washington, D.C., police officers, is in the United States illegally.” tweeted Monday night. “He has an ICE deportation order in place.”

A press release from the U.S. Attorney’s Office instead suggests that Rattigan is a Capital City resident, identifying him as “Stephen Claude Rattigan, aka Julius James, 48, Washington DC” (Emphasis added) Neither the attorney’s office press release nor Metro PD’s statement mention the suspect’s legal status.

However, the press release said authorities had “removed 31 dogs” from Rattigan’s home, that the home’s “living conditions” were “inhumane,” and that Rattigan had “removed” one of the animals. He claims he was caught on camera punching him in the face multiple times. He was denied bail and remains in custody awaiting a preliminary hearing on February 29th.
