Zack Russell Moyer, 33, is charged with murdering his neighbor Edward Whitehead Jr., 59. Moyer was arrested and confessed to police that he was wearing a mask and black cloak, brandishing a knife and a battery-powered chainsaw, and that he intended to scare Whitehead.
