2 suspects arrested in Delaware State shooting; neither are students

Two suspects arrested in connection with a mass shooting on Delaware State University’s campus are not students at the school, authorities said Monday.

Dover police announced Thursday that Dover residents Destry Jones, 20, and Damian Hinson, 18, were arrested on suspicion of murdering Wilmington resident Kamei Mitchell De Silva. .

De Silva, 18, was shot in the head on April 21 outside his dormitory at Delaware State University. Investigators do not believe she was the intended target of her shooting.

Jones was arrested Thursday at an apartment in Brooklyn, New York. Hinson was arrested later that day in the parking lot of the Dover Shopping Center. Jones is awaiting extradition to Delaware on charges of murder, attempted murder, conspiracy, possession of a firearm during the commission of a felon, and possession of a firearm by a prohibited person. Hinson, who is charged with the same charges, is being held in the Delaware County Jail with bail set at more than $3 million cash.

Investigators said officers with the Dover Police Department, who assist campus police with night and weekend safety patrols, heard gunshots around 1:40 a.m. on the day of the shooting. At about the same time, campus police received a report of shots fired during a scuffle near a dormitory.

Police then received a report of a woman lying outside another dormitory and found De Silva with life-threatening injuries. Investigators said De Silva was not involved in the altercation.

Investigators learned that Jones and Hinson were part of a group involved in a fight with two other men prior to the shooting, authorities said. Jones and Hinson are charged with attempted murder in connection with the two other men.
