The House Republican budget bill includes billions of dollars for mass migration assisted by the United Nations’ International Organization for Migration (IOM). This massive continuation of funding was made possible because a former Democratic staffer on the House Appropriations Committee was hired to lobby Congress to fund IOM using American taxpayer money.
On Wednesday, the House Appropriations Committee Consider The State Department’s proposed budget for fiscal year 2025. The bill includes about $2.5 billion for IOM, which helps facilitate mass migration through the U.S. southern border.
Republicans justified the funding by including a provision that states, “No funds appropriated by this Act or otherwise made available may be used to encourage, mobilize, promote, or control a mass migrant caravan traveling to the southwest border of the United States.”
The bill continues: “…within 180 days of the date of enactment of this Act, the Secretary of State shall report to the appropriate congressional committees the results of his or her analysis of the organization and financing of mass migration caravans in the Western Hemisphere.”
Critics have warned that the provision is unenforceable.

Significantly, the funding proposal comes as IOM officials have hired a former Democratic staffer on the House Appropriations Committee to try to sell lawmakers on continued funding for the organization. hill report In May:

IOM and the United Nations High Commissioner for Refugees (UNHCR) play a key role in facilitating mass migration to the US-Mexico border.

According to USAspending.gov, the State Department’s Bureau of Population, Refugees, and Migration (PRM) and USAID have contributed $1.4 billion to IOM in the past 12 months, the highest amount ever.a database that tracks federal government expenditures. PRM is also the largest donor to UNHCR, one of 15 UN agencies that distribute funds and assistance along migration trails in Latin America. It is part of the State Department’s agreement with UNHCR for a “2023-2025 Cooperation Framework” to fund its efforts and politically support its goals. The State Department has publicly acknowledged that it has issued guidance to field staff on budget and programmatic adjustments for Latin American efforts, and has handed over to the State Department the management of key U.S. government policy initiatives in Latin America, such as the expansion of “refugee” centers and the administration of the interest-free “International Travel Loan” program. Since the beginning of 2021, IOM staff I have supported President Joe Biden’s immigration policies include a widespread capture-and-release network, including the parole pipeline, that has imported more than 1 million migrants into the United States.
