Virginia Governor Glenn Youngkin has ordered that all voting in the 2024 presidential election must be done by paper ballot.
Governor Youngkin issued Executive Order No. 35 on Wednesday, which codifies the election security protocols established under his administration for all future elections.
“Virginia’s election security model works. This is not about Democrats or Republicans, it’s about the United States and Virginia,” Youngkin said in a statement. “Every legal vote should be counted, not tainted by illegal votes or inaccurate machines. In Virginia, we don’t play games, and our election security model works.”

One of the most notable requirements of the security protocol is the use of only paper ballots with a traceable chain of custody, which provides a more concrete record of votes than the widely used electronic voting machines.
Other aspects of Virginia’s voting security protocols include the use of DMV data to verify voter identity, offline tabulation machines and more.
“We use 100% paper ballots with strict storage controls, we use tabulating machines rather than voting machines, they are tested every election and are not connected to the internet, we do not mass mail out ballots and we monitor drop boxes 24/7,” Young said.

“We update the voter rolls daily, using DMV data and other reliable data sources to verify voters’ legal residence and identity. In addition to adding new voters, we remove people from the list who should not be on it, including deceased individuals, individuals who have moved, and foreign nationals who attempted to register mistakenly or maliciously,” the governor added.
Former President Donald Trump celebrated the codification of the Youngkin Protocol, writing on his social media platform, Truth Social, that Virginia is “taking a significant lead to secure victory in the November election.”
“Under the brilliant leadership of Governor Glenn Youngkin, our beautiful Commonwealth of Virginia is doing a great job of ensuring a secure November election. We will protect every legal vote and stop illegal immigrants who are allowed into the country from voting. Every vote will be cast on paper ballots that will be counted securely and fairly – counting them using internet-connected machines is a huge security risk.”

“We must work to ensure our elections are fair and secure!!! Every state should follow Virginia’s example,” Trump continued. “We need volunteers to monitor polling places. It’s so important. The November 5th election will be the most important election in the history of our country. Thank you, Glenn. Great job!!!”
Election security has become a major concern for both political parties ahead of the November presidential election.
In the past few elections, both Republicans and Democrats have made various accusations of illegal voter manipulation.
