The plan, championed by Vice President Kamala Harris during the presidential campaign, would allow the U.S. to increase its immigration status through the Diversity Visa Lottery, an immigration program notorious for bringing convicted Islamic State (ISIS) terrorists to the United States. The idea is to import more immigrants into cities and towns.
Last week, in an exclusive sit-down interview on Fox News Channel's Special Report, Harris praised the U.S. Citizenship Act of 2021. As Breitbart News reported, the law includes broad amnesty for most of the country's 11 million to 22 million illegal aliens. It would ensure their early naturalization to American citizenship.
But another key element of the bill is the expansion of the highly unpopular Diversity Visa Lottery. In 2018, three in five likely voters said they wanted the diversity visa lottery to end.
Created by the Immigration Act of 1990, it was first introduced by then-Sen. The Diversity Visa Lottery, signed into law by Ted Kennedy (D-MA) and signed into law by then-President George H.W. Bush, includes countries facing large-scale terrorism, such as Afghanistan and Algeria. It randomly issues approximately 55,000 visas each year to foreigners from numerous countries. , Egypt, Iraq, Lebanon, Libya, Nigeria, Saudi Arabia, Somalia, Syria, Trinidad and Tobago, Venezuela, Yemen, and Uzbekistan.
The Citizenship Act of 2021, which Harris supports, would increase the number of diversity visas awarded through a random lottery system by about 25,000 per year. Such a significant increase means that nearly 1 million legal immigrants arrive in the United States every decade for reasons other than bringing so-called “diversity” to American society.
As part of this legislation, recipients of the Diversity Visa Lottery will now have to live in the United States for three years with a green card before applying for naturalized American citizenship, reducing the current naturalization wait time by two years. That will happen.

In recent years, the Diversity Visa Lottery has become known for bringing Islamic terrorists into the United States who have killed Americans and others.
Saifululo Saipov, an Uzbek national who came to the United States through the diversity visa lottery in 2010, declared He was sentenced to eight consecutive life sentences and 260 years in prison for killing eight people in New York City as part of an ISIS terrorist attack in October 2017.
The Civil Rights Act of 2021, which Harris supported, never passed Congress. At the time, the Heritage Foundation called it “the most radical immigration legislation ever introduced” in Congress in American history.
