Apple and Google are at risk of formal investigation in the UK over their control of web browsers on mobile phones, according to a preliminary decision targeting the tech giants' control over mobile operating systems.
bloomberg report Britain's Competition and Markets Authority (CMA) issued a statement on Friday suggesting the mobile browser market is not working well for British businesses and millions of phone users. The agency recommended that Apple and Google's activities be investigated under stricter digital market competition rules that will come into force next year.
The CMA says Apple and Google can manipulate consumer choices to make their browsers Safari and Chrome the “clearest and easiest choice”. Regulators expressed particular concern about Apple's mobile browser, saying it “stymies innovation in the browsers used to access the web on mobile phones.”
The watchdog also highlighted the extensive revenue-sharing agreement between Google and Apple, which significantly reduces the financial incentive to compete with mobile browsers on Apple devices.
“Apple and Google make significant revenue from the use of their main rivals' mobile browsers on iOS, reducing their financial incentives to compete,” the CMA added. “In fact, the scope of this revenue share is so large that the revenue share from a competitor's product is lower than the revenue share from a competitor's product, but just as important as the revenue share from one's own product. As such, there is limited financial incentive to increase revenue from acquired customers and therefore to compete.
The CMA's move is part of a series of high-profile investigations as regulators around the world seek to break up technology monopolies and anti-competitive practices. Apple and Google are under intense scrutiny in the European Union under the European Union's new digital antitrust rulebook, the Digital Markets Act.
