Lame-duck Biden Gives California Special EPA Waivers on the Way Out

The Environmental Protection Agency's approval of the waiver gives California the power under the Clean Air Act to set stricter emissions limits than the federal government, and the state's state-driven rules are a sign that Mr. Trump and his allies will be further protected from House Speaker Mike Johnson (R-Louisiana) promised Friday that the Republican-led House would prioritize repealing electric vehicle policies and other Democratic climate change measures.
