Chip Roy Reintroduces Border Bill That Became Election Year Rallying Cry

Rep. Chip Roy (R-Texas) is reintroducing a bill that Republicans were forced to use in the 2024 election cycle to highlight the Biden-Harris administration's border security failures.

The Border Safety and Security Act of 2025 is an update to the legislation that evolved into HR2, a rallying cry for Republicans over President Joe Biden and Vice President Kamala Harris' border security records.

Although the bill never became law, it became the cornerstone of Republican legislative solutions to the border crisis, effectively blending the border security approach of the Republican Party and its standard-bearer Donald Trump with that of Biden and Harris. compared.

“For the past four years, Americans have endured the worst border crisis in recent history because the Biden administration has deliberately denied border security,” Roy said in a statement to Breitbart News. “There are millions of illegal aliens in this country right now, and we will feel the effects of this disaster for years to come.

“It is imperative that Congress enact a permanent policy that gives President Trump and future presidents the power to protect our borders. The Border Security Act does just that.”

Border security policy leaders agree with Roy. Many people issued statements Thursday praising the bill.

Rosemary Jenks, co-founder of the Immigration Accountability Project, said the bill would “finally end the law's requirement to detain, deport, or deny entry to illegal aliens.” Ta. By giving the Secretary of Homeland Security explicit authority to deny entry to illegal aliens who cannot be detained or deported, this bill puts a clear end to the catch-and-release policy that has devastated American society. “There is,” she explained. .

“Equally important, this bill gives state attorneys general the ability to sue state attorneys general for failing to enforce the law. The 119th Congress should quickly pass this bill.” she continued.

President Trump is expected to act on his first day in office to restore many of the policies of his first administration. But four years into the Biden administration, the crisis has worsened.

“Nearly 11 million illegal aliens have flooded across our border in just four years, exceeding crisis levels,” Julie Kirchner, executive director of the Federation for American Immigration Reform, said in a statement. “Now, more than ever, Americans deserve real solutions to stop the wave of illegal border crossers and restore order.”

Kirchner praised the bill as “an important step toward establishing operational controls at the border and ensuring that future administrations cannot again circumvent the law and bring in large numbers of illegal immigrants.” “FAIR commends Congressman Roy for taking the initiative to end the border crisis and keep Americans safe.”

Michael Huff, director of federal government relations at NumbersUSA, thanked Roy for introducing “important legislation” and said in a statement that the bill “prevents a sequestration of the southern border like it was during the Biden-Harris administration. It will happen,” he said.

Help is also pouring in from Roy's home state of Texas, the epicenter of the border crisis.

“A secure border and upheld laws are critical to the security of Texas and our nation,” Sheena Rodriguez, president of the Alliance for a Safe Texas, said in a statement. “The Border Security Act is critical legislation that is desperately needed to ensure the sovereignty of our nation's borders and the safety of American lives.

“The Alliance for a Safer Texas fully supports HR 29 and would like to thank Congressman Roy for addressing these dangerous loopholes.”

Greg Sindelar, CEO of the influential Texas Public Policy Foundation, also expressed support for the bill.

“The American people deserve nothing less than a strong solution to restore operational control of our borders, and this legislation provides the clear enforcement mechanisms necessary to achieve that goal,” Singular said in a statement. said. “This action establishes important detention requirements and enforcement procedures while empowering state attorneys general to ensure that these important protections are properly implemented for the safety and security of our communities. ”

New Republican majorities in the House and Senate have made border security a priority early in the 119th Congress. The House has already passed the Laken-Reilly Act, and the Senate is already working to pass it as the first bill of the year.

The Border Security Act is sure to be part of continued efforts by Republicans to address the smoldering border crisis.

“This legislation will save lives, plain and simple,” Don Rosenberg, founder of the Illegal Alien Crime Victims Advocacy Group, said in a statement. “It is unfortunate that there is no recourse after the Biden administration’s disgraceful, irresponsible and illegal actions.”

In addition to standalone legislation, President Trump and the Republican Party will seek to implement border policies through budget reconciliation. Negotiations are still early, but Roy will undoubtedly play a role.

With the end of the border crisis, President Trump's centerpiece issue, policy changes to the Roy bill are likely to be considered.

“HR 29 is an important safeguard to ensure actions are taken to secure our borders while closing loopholes and giving the president additional powers,” said Wade Miller, executive director of Citizens for American Renewal. he said in a statement. “Congressman Roy continues to lead the way on one of the most important issues of our time with this necessary and important legislation.”
