ICE Philadelphia removes El Salvador fugitive accused of raping a child back home

The Salvador man was detained in Philadelphia by US immigration and customs enforcement because he wanted a sex crime involving minors in his home country.

On January 31, Salvador's law enforcement removed Francisco Javier Melende Stoles, which had been wanted by Salvador's law enforcement for raping minors and sexual harassment.

“The removal of Francisco Javier Melendez Torres, a dangerous criminal alien who wanted worse rape of El Salvador minors, highlights that dangerous people like him would cast on our community. “It's done.”

“ICE is committed to ensuring in the US that dangerous individuals like Melende Stoless cannot find a safe port.”

Melendez Torres was first arrested by the US Border Patrol on February 5, 1986 near Rio Grande, Texas. According to Ice Philadelphia, he received an order indicating the cause of the hearing and notification and charged him with unacceptability. He was released on the same day in the order of recognition.

He was granted a voluntary departure on November 17, 1986 by an immigrant judge in Harlingen, Texas, and was requested to return to El Salvador by December 29, 1986.

He was deported if he failed to leave by that day.

At one point, Melendez Torres returned to the United States and was found guilty of driving on September 12, 1994, while being disabled in Hempstead, New York. The court sentenced him to five days of prison.

He left the United States again on an unknown date and returned without testing or parole by immigrant staff.

He was again convicted in Hempstead, New York on April 30, 2014 and sentenced to service.

ICE accused him of being arrested during “target enforcement action” in Levittown, New York on October 25, 2024, providing him with a notice that appears and is unacceptable.

The US Immigration Customs Execution (ICE) Agent will attend a meeting before execution with other federal law enforcement agencies.
