On Thursday, October 7, 2023, the Israeli Defence Force (IDF) published its findings on its own failure to respond to Hamas terrorist attacks, finding it underestimated Hamas and misconstrued it as practical.
A survey as an era of Israel It's attracting attention“Intelligent material that has been misunderstood for years. The military relies on having early warnings to prepare its defenses. The extent to which the military has far surpassed the military by invading terrorists. And the failure to understand what Hamas was doing during the attack.”
In particular, the research found that IDF underestimates Hamas' attack capabilities and its tunnel network. The IDF mistakenly believed Hamas leader Yahya Sinwar (later killed by Israeli forces) was a pragmatist. Hamas did not attack Israel, but in reality, they had already begun plans to do so in April 2022. that it has ignored or interpreted false information. And that he was not aware of the extent of the loss on October 7th.

in statementHe said he will step down as Chief of Staff Herzi Halevi, who has fulfilled his promise to step down after the massive battles in the wars in Gaza and Lebanon.
“We've failed,” he said, watching people speak in trembling voices. It's not easy for the commander to say, “I failed.” And soon, I'll say it about myself too. They explain, take responsibility, accept the difficulties, and I say to you that this is worth it. But people also need to go through the process and stand up to it in order to move forward in a better way, to experience it, feel it and stand up to it.
I believe that organizations that cannot stand it or individuals who cannot see eye failure find it very, very difficult to correct their course. On October 7th, 2023 (Simchat Torah and later), I try to see eye breakdowns multiple times a day, every day. And I say to you: Don't forget, don't look away. Not from a place of weakness, but because that's how we become stronger.
…
I highly recommend sitting here today and saying, “This is our learning process.” I've even received letters and answers from people here saying “you.” And I'm fine with that. I'll accept that. My responsibility is mine. I was the commander of the military on October 7th, but I am responsible for it. I also have the weight of all your responsibility. I also see it as mine. And when I look at any of my subordinates who made the mistake, I see my share in it too.
Thursday also marked the end of “Phase 1” of the ceasefire and the end of the hostage trade with Hamas. Negotiations for “Phase 2” are underway, with 63 hostages still being held captive in Gaza, of which 24 are believed to be alive.
