San Jose Mayor Matt Mahan proposed a new policy on Thursday, saying that refusing to accept shelter should have an impact on homeless people in the city.
The issue of homelessness has plagued many urban areas in California, especially since the pandemic. The state has worked to provide shelter to the homeless, but many of them refuse to accept it. The mayor's new “refuge” proposal places part of the responsibility on the homeless themselves, either to accept the help of the state or to face arrest.

The mayor of San Jose spoke about his proposal to tackle the homelessness crisis.
“Homelessness is not an option, especially when more than 200 people die on our streets every year,” Mahan said. “We are all responsible for ending this crisis, so after three shelter offers, we propose that people bear responsibility for turning their lives around.”
Mahan insisted That mental health and addiction issues often lead to people on the streets making them unable to make reasonable decisions. “That doesn't mean we should throw our hands and give up on them,” he suggested, “it means we need to help them break the destructive cycle of hurting themselves and the larger community.”
According to a press release from the mayor sent to Fox News Digital, “accountability will increase the time an individual will have to refuse shelter within 18 months. If handed over to the city council, residents will receive a written warning after the first two denials.
“[Mahan] After three offers of shelter, the city believes that other levels of government need to intervene. The mayor hopes that greater accountability and simple interaction with the criminal justice system will help them get treatment that only the county can offer. ”

The “Responsibility to Evacuation” initiative proposal still requires official approval from the city council, but locals emphasize the need for solutions.
Firefighter Greg Chuyor, who appeared at the press conference, warned that the local homeless crisis was a huge burden on local officials, saying, “We responded to nearly 400 servings a year,” and that they had to check in with the person “multiple times a day.”
The mayor's office did not respond to requests for comment from Fox News Digital.
