A government program made tax filing free and more efficient. Musk and DOGE may get rid of it anyway – The Associated Press

WASHINGTON (AP) — Mia Francis, a 22-year-old barista from Boston, filed her own taxes for the first time this year.

Francis said it took 45 minutes to finish her taxes. IRS Direct File ProgramThe electronic tax return system was permanently deployed by the IRS last year in 25 states.

Francis is hoping for a $530 refund. And she said, “that money is a huge help,” as she saved cash by using a commercial tax prep company and not filing taxes. She plans to use it this year on her trip to Amsterdam.

Despite its popularity with Francis and other members of the American masses, the fate of the IRS Direct File remains unknown, like Elon Musk and The Government Efficiency Bureau Cut through federal bureaucracy. So far, the program has been available prior to the April 15 tax return deadline, with Treasury Secretary Scott Bessent Committed at a confirmation hearing in January To maintain it at least for this tax season.

Representatives from the Internal Revenue Service and DOGE did not respond to requests for comment from the Associated Press regarding the direct file planning. But one Republican tax expert says the IRS never got Congress' permission to create files directly. And Republican lawmakers and commercial tax prep companies complain that the program is a waste of money because free filing programs already exist.

Direct files were deployed as a pilot program in 2024 after the IRS considered how to create a “direct file” system as part of the money it received from the Inflation Reduction Act, signed into law by President Joe Biden in 2022. It was made permanently.

The IRS has accepted 140,803 returns filed by taxpayers using direct files in 12 states where the last tax season is available. This year, it has been expanded to include half of the country. It is unclear how many taxpayers used the file directly this year.

Merici Vinton, the original architect of direct files for US digital services, focused on the ease and accessibility of the program, calling it “a great example of how people interact with governments in the 21st century.”

“We effectively launched a startup with the IRS,” she said. “It was built in an iterative way by our internal product team and shipped updates to the software to improve the user experience in real time based on feedback. If we continue to invest in it, both taxpayers and the IRS can benefit.”

Last month, Musk posted to a social media site that it had “delete” 18F, a government agency that worked on technology projects such as the IRS' direct file program. This has caused confusion as to whether direct files are still available to taxpayers. However, conversations within the IRS indicate that no decision has been made regarding whether to cut programs. The two, who are well-versed in these conversations, tell the AP.

Daniel Warfel, a former IRS commissioner who oversaw the program's development, said Treasury officials should consider “taxpayer voices” in view of the future of the program.

“My reflection is that taxpayers are in very different situations and have very different preferences as to how they want to submit,” he said. “If you prefer to file the IRS directly for free, electronically, it's a good option to put it on the menu. But you shouldn't replace other options.”

Derrick Plummer, a spokesman for Intuit, one of the nation's largest commercial tax prep companies, said that free tax preparations were available for years before the direct files came into being.

“IRS Direct Files are a solution that calls for problems, taxpayer dollar waste, and drainage of important IRS resources,” he said. June 2024 of the Tax Management Report, the Ministry of Finance inspector estimated that the annual cost of the direct file ranges from. $64 million to $249 million.

“The IRS needs to focus on core missions like data privacy and customer service, and Washington policymakers are focusing on simplifying tax laws,” Plummer said.

However, other taxpayers, like 31-year-old Aquiel Warner in Austin, Texas, say they want to avoid using commercial tax preparation software.

Warner filed taxes directly on files in 10 minutes using phones and chatbots provided by the IRS. She loved the convenience of the program and was able to pre-set tax forms and submit them for free. She has some concerns about government data privacy, but although Doge has reportedly had access to some of the IRS' internal systems, she feels it's safer to go through the IRS than commercial tax preparation services.

“I don't want to be a product, I don't want to sell any information when I submit my taxes,” she said. “I have to file taxes. I don't want to be in a situation where I have to pay to get the help I need, as I am not a professional tax preparer.”

Glovernoquist, the American president for tax reform, said the IRS never had explicit permission from Congress to create a file system directly.

“It really doesn't matter if it's a good idea or not. It was done illegally,” he said, urging Congress and the Justice Department to look into what he says is an unfair spending that directly took file creation.

In January, Democrats asked Bescent and IRS Commissioner candidate Billy Long to save the program. They wrote With a letter That “termination of files directly will hurt Americans every day.” Long has not yet undergone a nomination hearing.

In the meantime, Musk and his computer programmer executives were able to decide to equip technical skills to enhance the program or remove them with the exact same digital savvy.

On his part, Werfel hopes the agency will maintain the program. “It's a big country with a lot of taxpayers with so many different preferences,” he said.

I hope so too is Boston barista Frances.

“There are a lot of young people like me who work and think about how to file taxes, which makes it faster and easier,” she said.
