U.S., Russia, Ukraine Agree Black Sea Ceasefire in Riyadh Talks

The US has agreed individually with Russia and Ukraine to “develop measures” to end the battle in the Black Sea and ban military strikes at energy facilities, the White House said.

New talks between us and Saudi Arabian Ukrainian negotiators began Tuesday morning, but the joint statement released from Washington and Moscow did not come to fruition. Nevertheless, it appears that progress is on hand after the US announces that the agreement has been put in place Ukraine, and Russiato protect transport in the Black Sea, establishing what is known as a ceasefire at sea.

In a language that appears to rule out the possibility that Ukraine and Russia have not yet signed an agreement, working independently towards the same goal through Washington, the White House said in two separate statements that the country agreed to “ensure safe voyages, eliminate the use of force, and prevent the use of commercial vessels for military purposes in the Black Sea.”

No dates or deadlines have been announced, and it is unknown when this very period of “safe navigation” begins, as in discussions between all parties who agreed to the lessons of the ceasefire in last week's talk.

Update 1630 GMT – Russia responds

The Russian President's office is currently publishing its own corresponding readings on Riyadh's speech. In the Black Sea, Moscow has designated what the White House specifically called the “Black Sea Initiative.” This is an obvious throwback to the 2022 Black Sea Grain initiative, and in fact lists a series of sanctions that are likely to be lifted by the US to allow Russia access again.

Among these, sanctions against Russian banks and financial institutions have been lifted. This includes access to the international payment system “Swift”, sanctions against Russian food and fertilizer companies, and Russian insurance companies compensate Russian merchant ships and allow Russian ships to access foreign ports.

Russia said the so-called Black Sea initiative will wait for restrictions that Russia can import lifted agricultural machinery.

Ukraine quickly imposed its own interpretation of the White House statement regarding the Black Sea. explanation Ukraine considers further warfare. “All movements” of the Russian navy outside the eastern part of the Black Sea – far from Ukraine, it exceeds useful military scope, and many of the Russian fleet retreated in 2023 and “constitutes a violation of the spirit of this agreement” to escape Ukraine's attacks.

Umerov continued: “In this case, Ukraine has the full right to exercise its right to self-defense.”

Additionally, moving between the US, Russia and Ukraine in double readouts is an agreement that “develops measures to implement an agreement between President Trump and President Zelensky to ban strikes against energy facilities.” Seriously, the line makes it clear that strikes will be banned against both Ukrainians and The Russian facility is a major feature of missiles and has conflicted with both sides in previous conflicts.

Again, the implementation timeline is not mentioned. It's just an agreement to work towards your goals.

The statement also contained a state-specific agreement. For Ukraine, the United States said it was “still committed” to “achieving prisoner exchanges” and reviving “forced transfers.” Kiev was generally invited – Ukrainian children. For Russia, the White House said it will help restore access to the global market for exporting Russian food and fertilizers.

This is a major development and marks the beginning of the end of the sanctions regime. Such access also accompanied by access to Russia's global payment mechanisms, which halted the West early in the war.

In both cases, the White House re-emphasized President Trump's order that “killing on both sides of the Russian-Ukraine conflict must cease as a necessary step to achieving a lasting peaceful settlement.”

The statement means clear progress in the absence of actual, harsh agreements for a ceasefire, but there is a certain lack of suspicion for the Washington-Moscow joint statement, which claimed that the read would come on Tuesday morning after the marathon's 12-hour negotiation session.

Vladimir Chizhhov, former permanent president of Russia in the European Union, denounced the outcome of Ukraine and said that Kiev made the joint message impossible, but did not provide evidence or deeper insight into the claim.

According to reports from Russian state media, he said: “The fact that they seem to sit for 12 hours and agree to the joint statement has not been adopted because of the Ukrainian position – this is also very distinctive and symptomatic.”

Grigory Karasin, one of the Russian negotiators around the table in Riyadh, squealed in a pessimistic tone overnight. Ria Novosti, a Russian national media outlet previously known as the Soviet Intelligence Agency, reported that Karasin said the discussion was “very interesting and difficult, but very constructive…sitting from morning until late at night.”

Among the topics discussed were boundaries and nuclear power plants in Ukraine, according to President Donald Trump. Russia, meanwhile, mentioned the talks touched on the ceasefire currently being officially announced in the Black Sea, to ensure that massive agricultural exports can leave the Warzone.

A ceasefire at sea is one of those regions where fighting parties say they want it, but in reality, both parties only condemn evil intentions on their own terms.

Russia left the last so-called grain trade in the Black Sea in 2023, claiming it was unbalanced and unfair. If they return now, Moscow would want to change the terms. Yesterday, Moscow's proposal in discussions that the UN would be involved in obtaining its agreement was rejected by Kiev as an ironic trick to delay discussion even further, as Russia has a veto power at the UN Security Council.

Serhii Leshchenko, an adviser to the Ukrainian presidency, quotes the United Nations about Russia.

Meanwhile, Russia said it distrustd Ukraine in the Black Sea deal, and Foreign Minister Sergei Lavrov argued, “Our position is simple. We cannot take. [Zelensky] In his words. ”

Meanwhile, the war continues. Both Ukraine and Russia accused each other of bombing civilians overnight, and are said to have suffered several killings and injuries in their respective strikes against their respective buildings and civilian vehicles. Officially, both sides deny intentionally targeting civilians in airstrikes, claiming that such death by their own military is either accidental or caused by the other side shooting down missiles and drones before reaching the intended target.

Ukrainian President Voldimir Zelensky is scheduled for a meeting with French President Emmanuel Macron on Wednesday in Paris. This is to prepare for a wider meeting of ambitious so-called union on Thursday, Europe is willing to step in and provide security assurances to Ukraine, and Europe may offer security assurances to Ukraine if Europe looks uncomfortable.
