Arrested school district superintendent resigns amid claims that teachers mentally, verbally abused special-needs students

The Texas school district supervisor, along with two district teachers, was arrested Thursday in connection with child abuse allegations, Parker County Sheriff's Office I said.

It was announced at the Millsap Independent School District's Board of Education meeting on Monday that Coach Eddie Martin, arrested, had resigned from her position. WFAA-TV reported. The committee unanimously accepted her resignation, Station said. The board added that Martin will not receive benefits or retirement benefits. Millsap is about 20 minutes west of Dallas.

The WFAA said on March 10, Millsap ISD parent Carissa Cornelius shared a video that saw her 10-year-old son Alex Cornelius (autistic and nonverbal) appear to be abused by a special education teacher. The station says another teacher in the video screamed at Alex and said he was about to throw things at him.

The sheriff's office said witnesses reported that “life skills” educator Paxton Kendall Bean, 25, physically assaulted a juvenile student.

Witnesses also said Bean, along with life skills educator Jennifer Kane Dale, 44, committed mental and verbal abuse against elementary school students with special needs, including provocation, ock laughter, threats, use of profanity and extensive “timeouts.”

The witnesses recorded the abuse on their cell phone and told sheriff's investigators he reported the alleged abuse to Martin on February 19th. However, the sheriff's office said Martin did not report alleged abuse to the Texas Department of Family and Protection or the Parker County Department of Protection, which is mandatory under state law. She contacted the district law firm to commission an external investigation, the sheriff's office said.

On February 28, Martin submitted a report to a Texas Educational Institution regarding one educator, and said on March 3 he reported allegations against tea involving a second educator.

“Another witness reported that he advised the inspector to report the crime to child protection services and law enforcement,” the sheriff's office said. “The director reportedly told witnesses that as of February 20th she had already reported to Child Protective Services.”

The Sheriff's Office said it first learned about the March 4th complaint when one of the victims contacted the Sheriff's Office and prepared a report. State and Safeguard officials told sheriff's office investigators that Martin had not contacted them and that he was first to learn of the allegations made by the sheriff's office on March 4th.

Bean was charged with child injuries and official repression, Dale was charged with official repression, and Martin, 53, was charged with reporting/failing intentions of cover-up, the sheriff's office said.

The board also approved a third-party investigation Monday of primary school principal Roxy Carter and principal Drew Casey, who were suspected of abuse.

Carter is associated with Kendall Bean, one of the educators arrested in the case. Because of their relationship, the school board voted in favor of either assigning employees to the same campus or in favor of a close relative's supervisory position.

According to MillSap ISD, Casey will return to work with limited capacity during the investigation. The district said this was “due to multiple requests from the public who said it had nothing to do with either the suspect or suspected abuse.”

According to Previously WFAA report, Martin and Bean bonded from prison, while Dale was holding the Palo Pinto County Jail on a $2,500 bond. However, Dale's name did not appear in the search for the inmates Tuesday evening.
