San Diego has become the first city to ban digital-only coupons, aiming to ensure equal access to discounts for all consumers.

San Diego City Council voted to ban grocery stores from offering only digital coupons. Such practices cite concerns that low-income families and older adults are disproportionately disadvantaged.
Councillor Sean Elo Libara led the fight to adopt a transparent ordinance on grocery pricing. He argued that older people and low-income families who cannot access these digital discounts will be unfairly charged for greater costs.
“The simplest policy I've written so far. If you're offering a discount digitally, you need a way to physically access that discount in the store. Could that be a coupon? There's a physical coupon right there along with the item. When you walk the door, or at the checkout register, we can all use it to shop,” he said. CBS 8 Monday morning.
A colleague from Elo-Rivera's council agreed and voted unanimously on March 24th in support of the billth Hearing.
Councillor Elo Rivera said his father in the '70s encouraged him to start the concept. In some instances, his father reportedly expressed his dissatisfaction that he had no access to digital discounts or that they didn't work out on other occasions.
He also emphasized that there is a “digital disparity.” This means that customers who have no internet access or are not tech-savvy can't save as much as others without the same problem.
“Having a digital coupon doesn't always work. When I scanned it on my phone, it didn't apply properly to my bill or there was a glitche in the app. If I had a paper coupon,” he said. “You should be able to get a discount on your promise.”
